Description
Replace AWOS In-Line Scale.� This Request for Quotation (RFQ) is being issued to establish a Firm-Fixed Price (FFP) Purchase Order for the replacement of an In-Line Scale that has failed. This scale is located within an Automatic Weigh and Offer System (AWOS) shipping conveyor system at DLA Distribution Richmond, VA. The contractor shall be responsible for the connection of the in-line scale to the existing PLC and any configuration which may be required to integrate the new in-line scale. If configuration is required, the Contractor will utilize the existing Allen Bradley Compact Logix software by accessing the existing computer in place for AWOS. �� The attached specification covers the necessary services, labor, material, equipment and control components and electrical / electronic installation required to replace the in-line scale for the Automatic Weigh and Offer System. This replacement will include any set-up required to integrate the scale, via serial connection, with the existing AWOS conveyor system. The PLC software already exists which interfaces with the Allen Bradley Compact Logix PLC. The following summary of work is for the purpose of general information and is not intended to include and describe every feature or item or to define the scope of work.� It is expected that the contractor will visit the site of work and thoroughly familiarize himself with the conditions existing there.� Failure on the part of the contractor to acquaint himself with the site conditions will not be sufficient reason for any increase in contract price. PROJECT REQUIREMENTS: The in-line scale shall be installed in Bldg. 66, Bay D at DLA Distribution Richmond, Virginia (DDRV) located at Defense Supply Center Richmond, VA, 8000 Jefferson Davis Highway; Richmond, VA 22292-5900. Period of Performance:� Contractor shall commence after the Notice to Proceed is issued and shall complete the entire work ready for use within�90 calendar days�after receipt of Notice to Proceed. Working Hours:� This work shall be done on a weekend to ensure there is no interruption to DDRV Mapping Operations. The system will be turned over to the contractor at 16:00 on a Friday afternoon and must be back up and running by 0500 the following Mon morning. The working hours on this weekend shall be F 4:30 PM to 11:30 PM and Sat-Sun 630 AM- 4:30 PM. The contractor may be allowed, under extenuating circumstances, to perform work outside of these hours. Where work is desired to be performed other than during regular hours, the contractor shall request permission from the COR at least 24 hours in advance to allow for the necessary arrangements to be made. This acquisition is Full & Open Competition. A pre-proposal / site visit will be conducted.� The exact date and time for the pre-proposal / site visit will be stated in the solicitation package.� � Access to the solicitation package to include the specifications and drawings will only be made available to prospective offerors via the beta.Sam website at http: www.beta.Sam.gov.� Hard copies of the solicitation will not be distributed.� Any questions concerning this project should be directed to the Acquisition Specialist James Heslop at james.heslop@dla.mil.� All questions should be submitted in writing via email to the above. Prospective offerors are cautioned concerning their responsibility to access the website for any amendments that may be issued under the RFQ.� There will be no advance notification of amendment issuance.�� Prospective offerors are advised to consult the website frequently to check for any amendments.� Amendments may be issued up until the Quote due time.� Failure to acknowledge amendments may render your quote ineligible for award. All offerors MUST be registered in the System for Award Management (SAM) Database at http://www.sam.gov or an award cannot be processed. The solicitation will identify all information that the prospective offeror must submit in order to be considered for award. Failure to submit all the information requested by the solicitation may result in the bid being eliminated from consideration for award.
