- WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (DEC 2018)|16|Invoice and receiving reports.|Source|TBD|N00383|TBD|TBD|TBD|TBD|TBD|||||||| 1. This is an RFQ for a spares requirement. 2. Receipt and acceptance of authorization with mutually acceptable terms and conditions consistent with Terms of BOA SPE4A1-17-G-0019 shall apply. 3. The Small Business Administration representative at NAVSUP WSS has reviewed this requirement and determined that a set-aside recommendation was not applicable for this procurement. 4. This procurement will be awarded under FAR Part 12 procedures. All contractual documents (i.e. contracts, purchase orders, task orders, delivery orders and modifications) related to the instant procurement are considered to be ""issued"" by the Government when copies are either deposited in the mail, transmitted by facsimile, or sent by other electronic commerce methods, such as email. The Government's acceptance of the contractor's proposal constitutes bilateral agreement to ""issue"" contractualdocuments as detailed herein. \
