- Description
- This requirement is for environmental services to perform full range environmental support activities for Naval Installation Environmental Compliance programs to ensure the supported components, tenant commands and facilities, and contractor operations demonstrate and maintain compliance with all applicable Federal, U.S. territory, and local statutes, and with DoD and Navy policies, permits, instructions, and guidance.� Environmental compliance programs include clean air, safe drinking water, clean water, hazardous waste, pollution prevention, solid waste management, pesticide compliance, Emergency Planning and Community Right to Know Act (EPCRA), Ozone Depleting Substances Management, storage tank management, environmental quality assessment, environmental sampling and analysis, and overall environmental compliance oversight. The contract term will be a base period and four option periods consisting of 12 months each for a total maximum duration of 60 months.� The contract value, including the base period and all options, shall not exceed $30 million. Based on previous market research sources sought notice N4019219RP800, the activity small business office concurs with the decision to set-aside this procurement.� The proposed contract listed here is set-aside for Women-Owned Small Business Concerns (WOSB).� The Government will only accept offers from such firms.� Offers received that are not WOSB concerns will not be considered.� All responsible sources may submit a response which, if timely received must be considered by the agency. The NAICS Code for this procurement is 541620 (Environmental Consulting Services) and the annual size standard is $16.5M.�� The solicitation will utilize the Lowest Price Technically Acceptable (LPTA) source selection process.� This method will result from selection of the technically acceptable proposal with the lowest evaluated price.� Tradeoffs will not be permitted and proposals will be evaluated for acceptability but not ranked using the non-cost/price factors. This is a new procurement. It does not replace an existing contract. �No prior contract information exists.� The Government does not intend to use Federal Acquisition Regulation Part 12 for this acquisition.� Offerors can view and/or download the solicitation and any attachments at https://www.beta.sam.gov under Contract Opportunities when it becomes available on or about August 10, 2020.� No further notice of solicitation activity will be provided to interested offerors.� Point of contact for this solicitation is Mark C.
