Description
(i) This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm fixed price contract as a result of this combined synopsis/solicitation to the vendor. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2020-07 and are available in full text through Internet access at http:// www.acquisition.gov/far/. ***** (ii) This solicitation is issued as Request for Quote #140P4320Q0049. NOTE: The Interested Vendors option through beta.SAM is not functioning for Department of the Interior solicitations at this time. If a vendor selects that beta.SAM function, the Issuing Office will not have access to the list of Interested Vendors. Interested Vendors are urged and expected to check beta.SAM often for changes to the solicitation and for the Award Notice. The ""Follow"" button function in beta.SAM should aid Interested Vendors in staying abreast to any changes to the solicitation on beta.SAM. ***** (iii) The solicitation, provisions and clauses are those in effect through Federal Acquisition Circular 2020-07 (the most recent FAC number can be found at https://www.acquisition.gov/browsefar). ***** (iv) The proposed contract is 100% set-aside for small business concerns. NAICS code: 561730, Landscaping Services, (https://www.census.gov/eos/www/naics/); Small business size standard: $8.0 million. (https://www.sba.gov/contracting/getting-started-contractor/make-sure-you-meet-sba-size-standards/table-small-business-size-standards). All responsible small business concerns may submit a quote which shall be considered by the National Park Service (NPS). ***** (v) Refer to the price schedule on the attached Standard Form 1449 (SF1449), Solicitation/Contract/Order for Commercial Items, for a list of line item number(s) and items, quantities, and units of measure, (including option(s), if applicable). ***** (vi) Description of requirements for each line item: Minute Man National Historical Park (MIMA) requires services of hazardous tree removals within the park land in Concord, MA 01742; Lincoln, MA 01773; and Lexington, MA 02421 as described in the Scope of work (Attachment 0001) with its Attachment A (Attachment 0002). The project will address the removal or pruning of hazardous trees and limbs following extreme weather events and associated failure that has resulted in health and safety concerns. In some locations, as specified in the list of ""actions"", stump grinding is necessary to ensure the safety of mowing equipment operators. All work shall be under the direction and general supervision of an Arborist(s) certified by The International Society of Arboriculture (ISA) or equivalent state certification who possess verifiable experience and technical competence in tree physiology, identification, diagnosis of disorders, and current tree care and safety practices in accordance with accepted industry standards. Services shall include, but not be limited to, the furnishing of all materials, labor, equipment, tools, transportation, superintendence, qualified Arborists and craftspeople to complete all work described herein. ***** (vii) Date(s) and place(s) of delivery and acceptance and FOB point: the services ar required within Minute Man National Historical Park (MIMA) in Concord, MA 01742; Lincoln, MA 01773; and Lexington, MA 02421. ***** (viii) FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. In addition to the requirements noted in 52.212-1; quotes shall contain the documents and information noted in below. ***** (ix) FAR provision 52.212-2, Evaluation -- Commercial Items, applies to this solicitation. The specific evaluation criteria to be included in paragraph (a) of the provision are noted below. ***** (x) FAR provision 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this acquisition.
