- This is not a notice for a solicitation. This is not a Request for Proposal or Request for Whitepapers. This is a Special Notice to advise interested parties of a contemplated in-scope modification to a prototype project awarded under 10 U.S.C. 2371b. The Washington Headquarters Services Acquisition Directorate (WHS AD), on behalf of the Office of the Secretary of Defense Manufacturing Technology Program (OSD ManTech ) established Other Transaction Agreement (OT) No. HQ00341890008 with Aris Technology LLC for a 3D Autonomous Measurement Prototype Project. �The purpose of this original protoype was to develop a program to design, build, and operate a prototype for an automated 3D scanning system that solves the manual measurement and inspection problem integrating the state-of-the-art 3D scanners, robotic arms, and 3D image processing software. This software platform would quickly adapt and connect to existing and new 3D scanners, robots, and image processing software using a modular API approach, providing a simple intuitive user experience to an untrained worker to automate the entire robotic 3D measurement process. The software would also self-improve using machine learning. The in-scope modification will add the following features: modularity to support the operation with various sensors; system ability to easily recalibrate when relocated and reprogrammed; and enhance user-experience and training using autonomous operation, AI-guidance, and simulation.� Modification No. P00004 period of performance will be nine (9) additional months. To respond to this Special Notice, interested parties should submit a capability statement of no more than five (5) pages, including cover letter and any attachments, describing the technology and how it does or could meet the project needs.� Respondents are encouraged to be as succinct as possible while providing sufficient detail to adequately convey their technology.� The capability statement must be submitted no later than 5:00 p.m. (Eastern) on Monday, August 3, 2020 and shall be submitted by email to ryan.t.daniels.civ@mail.mil. �In addition, interested parties may submit questions regarding the proposed in-scope modifications (not counted in the capabilities statement limit). Questions should also be submitted by email to ryan.t.daniels.civ@mail.mil. This Special Notice is issued solely for informational purposes. The Special Notice does not constitute a formal solicitation for proposals.� Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government will not provide reimbursement for costs incurred in responding to this Special Notice. �Any proprietary information should be clearly marked as such.� Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted under this Special Notice. Response to the Special Notice is strictly voluntary. Special Notice submissions may be reviewed by Government personnel and support contractors to the Government.
