- By way of this Market Survey/Sources Sought Notice, the Maritime Administration, Division of Gulf Operations intends to determine the extent of firms that are engaged in providing turn-key operations, monitoring, testing and maintenance of the water well at the Maritime Administration (MARAD) Layberth Facilities to ensure safe potable water can be delivered to the facilities and vessels located at the Layberth.� The responses to this Notice will be used for planning purposes for an upcoming procurement. Therefore, this Notice does not constitute a Request for Proposal (RFP); it does not guarantee the future issue of a RFP; nor does it commit the government to contract for any supply or service whatsoever. Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's expense. GOVERNMENT REQUIREMENTS: The contractor would be responsible for performing the following: Provide turn-key operations, monitoring, testing and maintenance of the water well at the Maritime Administration (MARAD) Layberth Facilities to ensure safe potable water can be delivered to the facilities and vessels located at the Layberth.�� Conduct necessary monitoring and testing in accordance with requirements established by the State of Texas Department of Environmental Quality Standards for Public Water Systems.�� Make all necessary reports to the State of Texas as required. LOCATION: All work will be conducted at:� MARAD Beaumont Layberth Facility, 5320 Church House Road, Unit 1, Orange TX EQUIPMENT INFORMATION: Water well designed by American Contractor and Technology consisting of: 25,000 Stowage Tank, 900 gallon galvanized hydro pneumatic pressure tank ���� 10 gpm booster pump ���� 90 gpm booster pump Chlorine solution disinfection treatment system consisting of: Bulk storage tank Peristaltic pulse chorine injection pump Intruder resistant security fence. DESCRIPTION OF WORK: Planning:� Provide a monitoring and testing plan to the MARAD POC.�� This plan shall include: List of all samples and test to be taken and conducted and the acceptable limits for each sample and/or test. List of all reports to be submitted to the Texas Commission of Environmental Quality (TCEQ) and other state or federal agencies. Schedule of all samples and testing to include; monthly, semi-annual, and annual test. Copy of licenses for all technicians and certifications for lab(s) to be used for sample testing.� Operations:� Provide a TCEQ licensed technician to conduct a daily operational test/inspection of the water well and associated system.�� At a minimum, the daily operational test shall consist of: Provide supplies (including chlorine), materials, equipment, and supplies for the daily operations of the water well and associated equipment.� Provide a daily report to MARAD POC via email.�� At a minimum, the report shall include: Operating status of the well and associated equipment. ����� 3. � Monitoring and Testing ����������������� �1. Conduct Monthly, quarterly, semi-annual and annual sampling and testing in accordance with the Texas Commission of Environmental Quality.� ������������������ 2. �If any test falls outside of acceptable limits the contractor shall notify MARAD POC via phone and follow up with email within 8 hours of discovery.�� Additionally, provide recommendations to correct or mitigate the problem with associated proposed cost. ����������������� 3. Samples shall be taken at established sample locations. ����������������� 4. Prepare and submit all reports required by the TCEQ and other state/federal agencies.�� �Provide a cope of these reports to the MARAD POC. ������ 4. Maintenance �� Conduct routine maintenance of the water wall and associated equipment daily.�� � If during operations or maintenance a discrepancy is discover with the water well or associated piping, equipment for systems the contractor shall prepare a conditions report and submit the report to the MARAD POC within 8 hours of discovery.���� The condition report shall describe the condition found, recommendation to correct or repair, cost estimate to make correction or repairs and an estimated time to correct or complete repairs. Any additional work resulting from the condition report, if approved by MARAD, will be authorized via a contract modification.� No additional work is to be completed without the contracting officer�s approval. If at any time a discrepancy of any kind is noted that may bring into question of the safety of the water supply, the contractor is authorized to secure the water supply to prevent distribution and immediately contact the MARAD POC.�� � Performance Criteria All monitoring and testing shall be conducted in accordance with TCEQ standards. Anticipated Performance Period of Base and Four Option Years: BASE Year : September 1, 2020 � August 31, 2020 Option Year 2: September 1, 2021 � August 31, 2022 Option Year 3: September 1, 2022 � August 31, 2023 Option Year 4: September 1, 2023 � August 31, 2024 Option Year 5: September 1, 2024 � August 31, 2025 Deliverables Monitoring and Testing plan� - 4 Weeks after award Daily Report� - No later than 1400 daily Monthly Test Report� - IAW Monitoring and Testing Plan Semi-annual Test Report� - IAW Monitoring and Testing Plan Annual Test Report� - IAW Monitoring and Testing Plan Outside of Limits Notice - As required Condition Report� - As required Water Safety Notice� - As required REQUESTED INFORMATION: This Agency requests that interested contractors complete the following questions to assist the government in its efforts of performing market research for this project. 1.
