- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is N0016720Q0207 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-08. The associated North American Industrial Classification System (NAICS) code for this procurement is 334515 with a small business size standard of 750.00 employees. This requirement is a Small Business Set-Aside and only qualified offerors may submit quotes. The solicitation pricing on www.UnisonMarketplace.com will start on the date this solicitation is posted, and, unless otherwise displayed at www.UnisonMarketplace.com, will end on: 2020-07-30 14:00:00.0 Eastern Time. This time supersedes the Offers Due Time listed above. FOB Destination shall be West Bethesda, MD 20817 The NAVSEA NSWC - Carderock requires the following items, Brand Name or Equal, to the following: LI 001: Portable real time USB signal analyzer. Tektronix RSA507A Brand Name or equal to meet attached minimum specifications, 1, EA; LI 002: Tracking Generator. Tektronix RSA507A 04 Brand Name or equal to meet attached minimum specifications, 1, EA; LI 003: General Purpose Software LIcense(s) Software that meets attached software requirements: � A licensing structure allowing the use of any GFE Windows computer to be used with the above hardware � The ability to analyze recorded data without hardware connected � The ability to playback recorded file for alternate analysis � The ability to conduct EMI precompliance testing/analysis and report generation based on existing standards � The ability to record latitude, longitude and altitude with RF data files in order to assess RF measurement field � The ability to assess the signal environment to identify what signals are present in order to assess signal types and changes over repeated surveys. � The ability to analyze signals from signal generator after passing through active or passive devices to characterize signal loss or signal path anomalies such as damaged cables or antennas. � The ability to analyze frequency modulated (FM) signals and recover the modulated signals from them. � The ability to analyze signals in order to assess modulation schemes of standard signals (Zigbee, Bluetooth, WiFi, etc) as well as identify standard modulation schemes at non-standard frequencies., 1, EA; LI 004: Calibration Kit/Device. A simple calibration device is required in order to assure system operation. The ability to detect open or shorted input signal paths is required. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, NAVSEA NSWC - Carderock intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison, Inc. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. NAVSEA NSWC - Carderock is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time quotes. All responsible Offerers that respond to this solicitation MUST submit the pricing portion of their quote using the online exchange located at www.UnisonMarketplace.com. There is no cost to register, review procurement data or make a quote on www.UnisonMarketplace.com. Offerers that are not currently registered to use www.UnisonMarketplace.com should proceed to www.UnisonMarketplace.com to complete their free registration.
