- Description
- This is a presolicitation notice for a Design Build Bridging (DB-B) Team for the design�and construction of a New U.S. Land Port of Entry in Madawaska, Maine by the General�Services Administration (GSA). The new LPOE in Madawaska, Maine will replace the�current 1959 mission & operationally deficient LPOE situated on a 0.9 acre site that�does not meet the U.S. Government's requirements and mission. The program of requirements for this new LPOE is approximately 76,717 GSF facility on a 10.7 acres�site that includes a Main Port Building, Commercial Inspection Building, 3 primary�inspection lanes, and a bypass lane. The existing facility connects Madawaska, Maine�with Edmundston, New Brunswick via the International Bridge, spanning the St. John�River. The International Bridge is nearing the end of its useful life based on its current�condition and functionality, and has been posted at a 5-ton weight limit since October�2017. The Madawaska-Edmundston International bridge replacement project, by the�Maine Department of Transportation (MaineDOT), is a concurrent design and�construction project. �These two distinct and separate projects require strong multi- disciplinary and cross agency coordination, with completion of the LPOE upon the�bridge opening by November 2023. This project is defined as a New Construction project, using a�collaborative Design-Build�Bridging approach. GSA contracted with a Design-Build Bridging Architect who�developed and produced the final concept design and Bridging Contract Documents.�This presolicitation is for a Design Build team who will use the bridging documents to�complete the design, develop final construction documents, and execute the�construction of a fully functional LPOE for the U.S. Customs and Border Patrol. GSA will�contract directly with the general� contractor who will subcontract with the Architect of�Record. For more information on the separate LPOE project and International bridge project, please review the GSA's and MaineDOT's respective project websites below: ? � gsa.gov/madawaskalpoe ? � Madawaska-Edmundston International Bridge Project The contract performance period for this work is approximately 1,102 calendar days�from issuance of the Notice to Proceed with an anticipated award date in late 2020 and�anticipated substantial completion by late 2023. The General Services Administration strongly encourages participation by small�businesses and the related socioeconomic categories of small disadvantaged, women-owned, service disabled veteran-owned and HUBZone businesses. The appropriate NAICS Code is 236220 with a small business size standard of $39.5�million dollars. �Estimated magnitude of construction, per GSAM 536.204 � Disclosure�of the Magnitude of Construction Projects, is between $30,000,000 and $50,000,000. All individuals working on this project will be required to obtain security clearances. The approach to source selection for this procurement will be in accordance with FAR�Part 15 and represents the best value to the government. �The selection will be made in�accordance with specific price and technical evaluation factors, and not necessarily the lowest price. �The solicitation will require offerors to submit technical and price�proposals. �Offers will be evaluated on technical capability and price, with technical�quality being more important than price. This is a negotiated procurement and there will NOT be a public bid opening. �The�solicitation, agreement, specifications, drawings and other applicable documents�anticipated to be available on or about mid August 2020 for electronic download from�the beta System for Award Management website at www.beta.sam.gov at no additional charge. �Contractors are responsible for printing the solicitation and all related�documents. �It is the Offeror�s responsibility to monitor the site at www.beta.sam.gov for�the release of any amendments and/or other notifications of any changes to this�solicitation. The Government reserves the right to cancel this solicitation. A bid guarantee is required and the offerors must provide Performance and Payment�Bonds prior to award. �Offerors shall submit both written technical and price proposals. The solicitation will provide a date, time and location for the virtual Pre-proposal Conference,�Contractor Networking and virtual Site Visit. The anticipated virtual conference and site visit is�anticipated to take place late August/early September 2020. �Preregistration is required in order to attend the preproposal conference. Contractors are required to register with the System for Award Management (SAM) at�www.SAM.gov prior to submitting a proposal.
