- DESIGN-BUILD 4,348 SM SINGLE STORY 53RD WING SQUADRON OPERATIONS AND OPERATIONAL TEST (53 TEG) FACILITY, NELLIS AFB, NV. Design and Construct includes reinforced concrete foundations, concrete floor slab, structural steel frame with split faced concrete masonry units, gypsum wallboard, and a combination single ply membrane/standing seam metal low slope roof. Construct a 74 SM single story Information Transfer Building (ITB). Construction includes concrete foundations, structural steel frame with metal siding and concrete masonry support, gypsum wallboard, and a standing seam metal roof. These facilities will house operations areas, support areas, sensitive compartmentalized information facilities (SCIF), special access program (SAF) facilities, and communications support functions.� This project also includes all: utilities; communications support; site improvements; pavements; electrical systems; heating, ventilation, and air conditioning systems(HVAC); fire detection and protection features; security enhancements; backup power generation; and other supporting work necessary to make a complete and useable facility. Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building requirements. This project will comply with DoD Antiterrorism/Force Protection requirements per UFC 4-010-01. Offerors must submit both a technical proposal and a price proposal. The basis of award is best Value, Lowest Price Technically Acceptable (LPTA). Eligible offerors will be required to provide a technical and price proposal for consideration of award. The technical proposal will be evaluated based on the evaluation criteria stated in the RFP. Those offers that are determined to be Technically Acceptable will then be evaluated based on the lowest price submitted. Non?cost factors (evaluation factors) may consist of the following: Past Performance Experience of the Prime Construction Contractor and the Lead Design Firm on projects similar in nature; Technical Approach; Project Management Plan; Schedule. The aforementioned evaluation factors may not be all inclusive. The Government intends to evaluate proposals and award a contract without discussions with offerors. The Government reserves the right to conduct discussions if the Contracting Officer later determines them necessary. FAR 52.215?1(f)(4).The magnitude of construction is $25,000,000.00 ? $100,000.000.0 The Notice of Price Evaluation Preference for HUBZone Small Business Concerns will apply to this procurement.
