Description

Vertical Borehole Drilling at CONSOL Energy, Enlow Fork Mine, 2041 Pleasant Grove Road, Claysville, PA� 15323. The Centers for Disease Control and Prevention (CDCP)/National Institute of Occupational Safety and Health (NIOSH)/Pittsburgh Mines Research Division (PMRD)/Ground Control Branch (GCB)/Pittsburgh, PA, intends to award a sole source firm-fixed price purchase order to: Coastal Drilling East, LLC, 130 Meadow Ridge Rd, Mt. Morris, PA 15349 for the Site Preparation, Drilling of the Vertical Borehole and Site Reclamation at the CONSOL Energy, Enlow Fork Mine, Claysville, PA 15323. To evaluate the effects of longwall-induced subsurface deformations on the mechanical integrity of gas well castings in abutment pillars, NIOSH/PMRD/GCB intend to drill one borehole for permeability studies and testing. In order to perform any work on CONSOL Energy Property, a contractor must be safety/site trained at the CONSOL Energy Enlow Fork Mine and approved by CONSOL to work on their properties. Coastal Drilling East, LLC is a CONSOL approved contractor, and the only and the approved contractor, that can perform the Site Preparation/Road Construction, Drilling of the Borehole and Site Reclamation/Demobilization as required by this on the CONSOL Property. This Procurement is for Commercial Items as defined by FAR Parts 2 & 12. This contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). This notice of intent is not a request for competitive quotations; however, all quotations/responses received within 15 days of the issuance of this notice will be considered by the government A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response must be emailed to James Ambrozic at eud7@cdc.gov before 11:01 am (Eastern Time) on Thursday, July 30, 2020.
