Description
This notice constitutes the United States Coast Guard (USCG) intent to award a sole source contract as required under FAR 5.2 Synopses of Proposed Contract Actions. The USCG intends to award a 5-year indefinite delivery indefinite quantity contract for Long Range Identification Tracking (LRIT) Data Center services.� The award will consist of the following deliverables:� (1) National Data Center (NDC) system with an Application Service Provider (ASP) User Interface (UI); (2) Conformance testing for all U.S. flagged vessels, subject to the International Maritime Organization (IMO) agreement; (3) Integration of vessels into the USCG�s LRIT system; (4) Data services, to include position reports, for all vessels subject to the IMO agreement; (5) 24-hour, 7-days a week NDC customer support to vessels and the USCG, to include position transmission failure reporting.� LRIT system/equipment troubleshooting, and a phone number where the U.S. vessel(s) may call; (6) System status messages every thirty (30) minutes between the ASP and NDC to verify component status; (7) A separate pre-production LRIT testing environment to facilitate new or updated system releases and software testing of the NDC and ASP instance, prior to moving them into production; and (8) Management of all receipt and reconciliation of data center to data center data agreements on behalf of the U.S. for foreign flag position purchases. This includes managing and confirming data center to data center data purchasing arrangements with foreign NDCs and contracting governments to enable foreign flag data transfer capabilities and invoicing. The USCG intends to award this requirement to Pole Star Space Applications Inc., 3201 34th St. South A7, Saint Petersburg, FL� 33711.� The anticipated award date is September 1, 2020.� Pole Star Space Applications Inc. has unique qualifications as the USCG�s current NDC and ASP provider. �A request for information was published to beta.sam.gov on February 12, 2020 looking for capable sources and only Pole Star Space Applications Inc. provided sufficient information to determine them capable of fulfilling this requirement. This is not a request for competitive proposals.� This notice is for informational purposes only.� As required by FAR 5.207 (c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.� However, a determination by the USCG not to compete this action rests solely with the discretion of the Contracting Officer. �
