- This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Aeromedical Research Laboratory (USAARL) to Negotiate on a sole source basis in accordance with (IAW) FAR 13.106-1(b)(1), with Biokinetics and Associates Limited, 2470 Don Reid Dr., Ottawa, ON K1HE1, as the only responsible source that can provide calibration, certification and repair services for the Mandible Load Sensing Headform (MLSH) located at USAARL. The USAARL requires procurement of calibration, certification and repair services for the MLSH located at USAARL. The MLSH includes nine (9) single-axis accelerometers and three (3) triaxial load cells.� The MLSH and associated instrumentation should be certified and calibrated in accordance to manufacturer specification and operational performance.� The Contractor shall disassemble the headform, inspect the headform, obtain instrumentation calibration, inspect the headform for wear and damage, re-assemble the headform with the calibrated instrumentation, and complete any necessary whole system certifications.� If an item is found to be damaged, or fails calibration, the Contractor shall contact the Government, provide a failure report and estimated repair/replacement, and await further instructions before any action is taken. Although the instrumentation (accelerometers and load cells) could be calibrated in a number of venues, the disassembly, re-assembly, and post-assembly system certification are proprietary to Biokinetics and Associated Limited. As a result Biokinetics and Associates Limited is the only contractor that can provide the calibration, certification and repair services for the MLSH. The North American Industry Classification System (NAICS) for this requirement is 334519 and the PSC Code is 6635. This announcement fulfills the synopsis requirements under FAR 5.102(a)(3) and 5.203(a)(1). USAMRAA intends to release a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least seven (7) days after the publication of this notice, the solicitation will be issued as a sole source requirement to Biokinetics and Associates Limited. Interested concerns must identify their capability in writing to the above e-mail address no later than 12:00 PM Eastern Daylight Time (EDT), 30 July 2020.
