SYNOPSIS: This is the 14-day pre-solicitation synopsis notice for an upcoming request for SF330s. USFWS anticipates posting a 30-day notice for the SF330 Request for Qualifications on or around 08/10/2020. This notice will be available via the beta.sam.gov website at https://beta.sam.gov under �search contract opportunities, keyword, 140F0520R0019. No other information is available until issuance of the SF330 Request for Qualifications. 1. CONTRACT INFORMATION A-E services are required to support and enhance the Nation�s seismic resilience by reducing the earthquake-related risk of federally owned and leased buildings and by enabling the continued performance of essential functions following future earthquakes. The Service�s seismic safety program exists to address these requirements. The primary goal of the Service�s seismic safety program is to reduce the life safety risk of occupants and users of Service buildings located throughout the United States. The U.S. Fish & Wildlife Service, Dam, Bridge and Seismic Safety Branch is seeking qualified Architect and Engineering (A-E) firms for a proposed, Indefinite Delivery/Indefinite Quantity (IDIQ) Contract for Seismic Evaluation Services. The required coverage area for these contracts includes FWS facilities located throughout the continental United States and Alaska. In accordance with the FAR 36.601-4(b) the A-E firm must be permitted by law to practice the professions of architecture or engineering. This announcement is open to small businesses only. Small businesses will be required to comply with FAR 52.219-14, Limitations on Subcontracting. This acquisition will be procured in accordance with the Federal Acquisition Regulation (FAR) Part 36.6 Architect-Engineer (A-E) under the Brooks Act Procedures. 2. CONTRACT STRUCTURE / ESTIMATED CONTRACT VALUE The Government anticipates the award of one (1) Indefinite Delivery/Indefinite Quantity (IDIQ), Firm-Fixed-Price Contract for Architect-Engineer (A/E) services. The IDIQ contract term will be for a base period of one year plus four one-year option periods for a total maximum duration of five years. The aggregate maximum ordering limitation shall not exceed $5,000,000 ($5 Million) for the total five-year term. Services will be obtained through negotiated firm-fixed price task orders with an estimated magnitude ranging from $12,000 up to $75,000. The guaranteed minimum for the entire contract term (including option years) is $2,500 and will be satisfied by the award of the initial task order. 3. DESCRIPTION OF WORK USFWS owns building structures situated on National Wildlife Refuges, National Fish Hatcheries, and other facilities associated with fish and wildlife conservation. These buildings are located throughout the United States and its territories. They are used for storage, equipment maintenance, housing, office space, fish production, lab space, visitor services, animal shelter, education, and numerous other functions. The objective of this contract is to evaluate seismically-at-risk buildings to determine if those buildings meet desired performance objectives. The evaluation findings generated as a result of this contract will be used by the Service to identify, quantify, and prioritize mitigation of seismically deficient buildings. This contract will require Title I architect-engineer (A-E) services including evaluation of building structural, nonstructural, and foundation seismic hazards, and evaluation of geologic seismic site-hazards; development of conceptual seismic mitigation measures; rough order-of magnitude estimation of mitigation costs; and production of seismic evaluation reports. While this contract is intended primarily for the Title I A-E services described herein, the Government may request additional Title I, Title II, or Title III A-E seismic engineering services as a part of this contract, should the need arise. Such services can be expected to consist of those typically offered and routinely provided by A-E firms qualified to provide building seismic evaluation. The A-E will be required to complete Tier 1 or Tier 2 seismic evaluation of existing buildings situated on Service facilities located nationwide. A-E services provided will include all activities necessary to evaluate seismic risks of specific buildings and to develop conceptual mitigation schemes for buildings with identified deficiencies, all in accordance with the RP8 Standards of Seismic Safety of Existing Federally Owned and Leased Buildings (NIST GCR 11-917-12), and, by reference, current versions of national consensus codes and standards referenced in the Standards and in Executive Order 13717. 4. SELECTION CRITERIA: Each firm and its proposed team must demonstrate its qualifications with respect to the selection criteria which are listed below in descending order of importance. Ranking will be determined by applying a weighted factor to each evaluation criteria based on the relative order of importance. Criterion 1 - Specialized Experience and Technical Competence (Weight 40%) Criterion 2 - Professional Qualifications (Weight 30%) Criterion 3 - Past Performance (Weight 20%) Criterion 4 - Capacity and Management Capabilities (Weight 10%)
