Contract Award Date: 19 September 2020 Contractor: The Department of Electrical and Computer Engineering at the University of Iowa Description: The Department of Clinical Investigation, Madigan Army Medical Center is seek a non-personal, Firm Fixed Price service contract for Night Vision Devices (NVD) to create a vulnerable environment for medical providers caring for injured warfighters as external light is frequently needed by medical personnel to assess and care for the injured. The use of point-of-care diagnostic tests to include vital signs monitoring and ultrasound provide potentially lifesaving information. This study seeks the development and creation of novel NVDs that incorporate the ability to broadcast vital signs and point-of-care diagnostic imaging within ones visual field to allow for improvements at the point of injury, while maintaining total light discipline. The development of a novel night vision device with wireless field of view physiologic and diagnostic monitoring, fluorescence detection, and digital magnification capabilities prototype will be developed.�� The development of NVD�s requires a sole source to the University of Iowa due to its unique capability with use of thermal imaging and heat signatures.� The University of Iowa is the developer of a proprietary thermal overlay imaging technique. This notice of intent is for information purposes only.� All sources eligible to provide this service must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide services outlined above.� A request for documentation will not be considered as an affirmative response.� If no responses are received, within 15 days after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining these services through a sole-source contract, then a sole source acquisition award will be made.
