- 1. This solicitation is for a fixed-price, Indefinite Delivery Indefinite Quantity (IDIQ) supply contract for Citric Acid, Sodium Hypochlorite and Hydrogen Peroxide. The performance period is five years. Quoted prices shall include all costs necessary to supply and deliver the product as described, FOB destination to Edinburg, Texas. 2. This solicitation is issued on a total small business set-aside. The NAICS code for this acquisition is 325180� Basic Inorganic Chemical Manufacturing, with a size standard of 1000 employees. 3. All quantities are estimates and are not guaranteed. 4. Vendors must disclose and include with their quote, the country of manufacture of the item being supplied. Buy American applies. See 52.212-5 and 52.212-3(f), Buy American Certificate located at the end of this document.� Nonmanufacturing Rule applies. 5. Evaluations will be conducted using FAR part 13 procedures, award will be made based on best value, price and other factors considered. Interested vendors must submit a completed pricing schedule located in Section 1.0 below; a complete description of the product you will provide that verifies the product meets the specifications below; and two references for past performance evaluation purposes. (See Provision 52.212-2 at the end of this document for factors). Quoted price shall include all costs necessary to perform the work. Quoter�s are responsible for ensuring completeness of quotations. The Government may evaluate solely on the information provided in the quotation. Quotations that include additional terms may be excluded from consideration. Alternate Pricing Schedules will not be considered. Quotations must include a price for all items in the solicitation to be eligible for award. The following items are required to be submitted in order to be eligible for award: 1) A signed completed copy of the SF 1449 Form.(Please note the disclosure requirements contained in the last 17 pages of the SF 1449 that are required to be completed.)� Please complete Block 17a including vendor name, address, phone number, Federal Tax ID number, and DUNS number. Then, sign in block 30a. 2) Price schedule for each year of the contract as organized in Section 1.1 of the Solicitation. 3) Contractors must submit material information that demonstrates contractor�s ability to meet contract requirements as outlined in Section 2.2, with complete product description. 4) Two references for similar contracts completed or formed in the last 5 years, for past performance evaluation.� References should include name, phone number and e-mail contact information.� 5) SYSTEM for AWARD MANAGEMENT (SAM) REGISTRATION: SAM Registration is required of all federal contractors. SAM registration enables electronic funds transfer of contract payments. Food Grade Citric Acid and other chemicals for the Mexican Fruit Fly Rearing Facility PURPOSE The Mexican Fruit Fly (MexFly) Rearing Facility for the last 28 years has been rearing fruit flies in the Rio Grande Valley. The current production of Mexican Fruit Fly pupae is currently set at 150 million pupae per week. Solvents and chemicals to carry the mass rearing of the Mexican fruit fly program. ����������� 1.1 Period of Performance and Pricing Schedule. This is a fixed-price Indefinite Delivery Indefinite Quantity (IDIQ) contract for the solvents and chemicals described herein. ��The term of this contract will be for five years. These quantities in the schedule are only an estimate and are not a guarantee items will be ordered throughout the remaining life of the contract, however it provides context for the production possibly needed. The minimum requirement for this contract is $27,000.00.� Additional orders are not guaranteed. All unit prices must be inclusive of all costs, including delivery costs FOB destination to Moore Airbase in Edinburg, Texas. 2.0� Statement Of Work: Solvents and Chemicals for the Mexican Fruit Fly Rearing Facility Program and Facility Maintenance Section Water Treatment Plant 2.1������ Location:� U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection Quarantine (PPQ) Moore Air Base, 22675 North. Moorefield Road, Edinburg, TX� 78541 2.2������ Requirements:� The purpose of this Statement of Work (SOW) is to procure: Sodium Hypochlorite Citric Acid Hydrogen Peroxide Specifications for the items are as follows: Specifications: Sodium Hypochlorite 6% - The sodium hypochlorite is used to clean/disinfect equipment. Quantity: It is estimated that the government may need approximately 1 55 gallon drum of 6% sodium hypochlorite every 6-7 weeks. Packaging/Delivery: Product shall be delivered in a 55 gallon drum.� Delivery within 30 days of ordering. Specifications: Citric Acid 99% USP FCC Grade - The citric acid is used to balance the Ph of the fruit fly diet.�� The citric acid must be USP FCC, grade pure enough to use in making foods. Quantity: It is estimated that the government may need approximately between a minimum of 62,400 pounds and a maximum of 100,000 pounds of citric acid in 50 pound bags per year.� Approximately 5,250-lbs (105)-bags of 50lbs each. Packaging/Delivery - The contractor shall Delivery within 72-hours of request. Product shall be packaged in 50 pound paper bags with each delivery. Each shipment shall be palletized and shrink wrapped on the pallet. The shrink wrapped pallets shall have not more than 40 bags per pallet.� Label each pallet with order number. Hydrogen Peroxide 3% Quantity/Package: An estimated 1 - 460 lbs drum shipped 4 times a year.� Delivery within 30 days of the order. �� 2.3�� Performance/Delivery Requirements: The contractor shall perform the following services: To provide all manpower, equipment and safety equipment required to make the delivery All personnel shall wear proper PPE equipment required by the material safety data sheet for each chemical. Requests for delivery will be on an as needed bases via e-mail requests. 2.4� Delivery Order and Delivery Address (FOB Destination): Delivery orders will be issued against this contract on a firm fixed price basis at the quoted price. The contractor will submit invoices upon successful delivery of items. Orders may be placed by a warranted contracting officer via email. A. The contractor shall provide the Government at least the same warranty terms offered to the general public in customary commercial practice. At minimum, the contractor shall guarantee product quality for full compliance with contract specifications, terms and conditions for 60 days from the date of delivery, inspection, and acceptance. B. The USDA reserves the right to perform follow up testing for quality on any shipment received for at least 60 days from the date of delivery, inspection, and acceptance and can return the shipment to the vendor for credit if found contaminated or not meeting the specifications. Any return shipping costs shall be borne by the vendor. C. In the event the shipment is rejected, it is the contractor�s responsibility to replace the product in a timely manner in accordance with contract clause 52.212-4.
