- THIS IS A SOURCES SOUGHT NOTICE. NO SOLICITATION IS AVAILABLE AT THIS TIME. This notice is not to be construed as a commitment, implied or otherwise by the Government, to issue a solicitation or ultimately award a contract. The purpose of this Sources Sought Notice is to identify potential sources capable of performing the effort described herein pursuant to FAR part 10, Market Research and FAR part 19, Small Business Programs. Information received as a result of this notice will be considered market research and used for planning purposes only. Any information submitted by respondents to this Source Sought Notice is voluntary. The Air Force does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. Respondents should not construe this notice as a commitment by the Air Force for any purpose, and should refrain from providing proprietary information in the response. 1. INTRODUCTION: The 351 SWTS conducts military training operations three times a year for a duration of one week in Lake Havasu, AZ.� The squadron owns four maritime vessels to support these training iterations.� These vessels and trailers must be well maintained, fully functional, and available during training operations. The 377 MSG/PKA at Kirtland Air Force Base seeks sources with the capability and interest to provide the following: The contractor shall provide storage and maintenance for Government owned vessels, engines, and trailers.� Please see the draft Performance Work Statement for a complete description of the required services and deliverables. The contractor must be within 5 miles of Lake Havasu City, AZ to minimize commute times, ensure timely access to all equipment, and reduce transportation costs.� 377 MSG/PKA anticipates conducting a competitive acquisition for this effort. The effort is expected to result in a Firm-Fixed-Price contract. NAICS code is anticipated to be 493190, size standard $30 million. 2. INSTRUCTIONS: All interested respondents capable of providing storage and maintenance for Government owned vessels, engines, and trailers within 5 miles of Lake Havasu City, AZ are invited to respond electronically with a Statement of Capabilities (SOCs) demonstrating the ability to meet the draft PWS. Responses shall include company name, address, DUNS number, CAGE code, point of contact with email address and telephone number, and indicate business size (small business, small disadvantaged business, service-disabled veteran-owned small business, economically disadvantaged woman-owned small business, woman-owned small business, or HUBZone) using NAICS 493190, size standard $30 million. The Air Force reserves the right to consider a small business set-aside for any subsequent acquisition based upon responses to this notice. Small business respondents should provide a statement of capabilities to assist the Air Force in making a set-aside decision. Statement of Capabilities are limited to 12 pages, and should address the following: 1. Describe your capability to provide climate controlled storage of vessels 25-40� length and 20� height, with alarm system capability 24 hours a day, 7 days a week. 2. Describe your capability to ensure vessels will be 100% operational for training iterations and receive regular inspections on the hull, decking, canopy, steering components, throttle, gauges, lighting, electrical components and any other essential components. 3. Describe your capability to ensure engines will be 100% operational for training iterations and receive regular inspections, oil changes, fluid changes, propeller, impellor, housing, electrical system to include batteries and any other essential components. 4. Describe your capability to ensure navigational aids will be 100% operational, with all functions tested, during �prior-to-use� inspections. 5. Describe your capability to ensure boat trailers will be 100% safe and operational and receive �prior-to-use� serviceability inspections on trailer lights, wheels and tires, brakes axels, fluids and lubrication, and comply with Dept. of Transportation requirements. 6. Do you have the capability to ensure only certified technicians perform maintenance on government vessels and trailers? If so, include a short description of how this is accomplished. 7. Do you have the capability to clean, detail, and wax all vessels one time per year between training iterations? If so, include a short description of how this is accomplished. 8. Are there any aspects of the PWS that your company is unable to fulfill? 9. Do you have any feedback for the 377 MSG/PKA about the PWS?
