- SOURCES SOUGHT:� THIS IS NOT A NOTICE OF REQUEST FOR QUOTATION BUT INFORMATION AND PLANNING PURPOSES ONLY!� This notice does not constitute a commitment by the Government.� All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The Request for Quotation (RFQ) number is FA489720Q0037�and shall be used to reference any written responses to this source sought. The requirement contemplates a FIRM-FIXED PRICE contract�for the integration of commercial off-the shelf (COTS) and government off-the shelf (GOTS) technology/assets in order to field two steerable GPS jammers end items for the Mountain Home Range Complex.� Include in your capabilities package your DUNS, Cage Code, System for Award Management expiration date, any related specifications/drawings, and a�rough order of magnitude�of the�potential cost.� We are interested in any size business that is capable of meeting this requirement. Market research is being conducted to determine interest, capability, and socio-economic category of potential sources for the requirement.� The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, service-disabled veteran-owned small business, HUBZone small business, woman-owned small business, veteran-owned small business, or small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. All interested firms shall submit a capabilities package that explicitly demonstrates company capabilities-indicating examples of commercial or non-commercial sales-and product specifications related to this effort.� Also indicate if you are the manufacturer, or provide the name and size of the manufacturer of the product(s) you will be supplying.� Respondents are further requested to indicate their status as a Foreign-owned/foreign-controlled firm and any contemplated us of foreign national employees on this effort. A. ????REQUIREMENTS The contractor shall provide�L1/L2 narrow beam GPS jammers, based on Government owned technology via 746th Test Squadron, that leverage Selective Identification Feature (SIF) and high resolute infra-red cameras to both degrade and deny military aircraft a GPS signal. The contractor shall provide a highly-mobile pedestal based platform that incorporates the transmitter, antenna, and tracking systems allowing cueing of the GPS jamming signal in both azimuth and elevation. For GOTS, the 746th Test Squadron will only provide the contractor with the GPS jamming transmitter engineering support to marry the transmitter and pedestal together. The USAF will fund the TDY costs associated with travel for the 746 TS engineers. The contractor will provide COTS technology for the pedestal, antenna, and tracking systems. The contractor will provide an antenna with a horizontal/vertical beam width of no larger than 8 degrees capable of transmitting up to 100 watts per L1/L2 band. The contractor shall deliver a SIF tracking system enabled by a Multi-Source Correlator Tracker (MSCT) feed that will automatically steer the pedestal and GPS jamming signal at the desired aircraft and augmented by an infrared camera The contractor will provide a high resolution IR camera with each GPS jamming platform that can be used to verify the system is pointing at the correct target. The infrared camera is required to augment the SIF tracking system and be displayed remotely by an Ethernet connection to a range network. The contractor shall provide the software required to remotely operate and monitor the GPS jamming platform. The contractor shall deliver to Mountain Home Range Complex within three months of contract award an alpha GPS jamming solution in order to verify it meets the end user requirements. The alpha prototype will combine a 746 TS owned GPS jammer transmitter (on loan) with contractor owned equipment. The alpha prototype will remain under contractor ownership with the exception of the GPS jammer transmitter which will be returned to the 746 TS, in working condition, immediately after the alpha GPS Jammer validation. The contactor will provide two GPS jamming end items to Mountain Home Range Complex (owned by Air Combat Command) within seven months of contract award. The contractor shall provide training to the United States Air Force end users at Mountain Home Range Complex on how to operate and maintain the units within eight months of contract award. The contactor shall provide end-user training during exercises and flying operations to refine the concept of operations and tactics, techniques, and procedures within nine months of contract award.� B. Program Management Status and Progress Reports: The Contractor shall submit a monthly status report, IAW CDRL A001 Status Report, documenting the Contractor�s technical and budgetary status/performance under this effort.� The report shall document technical progress and all open issues, problems, and risks.� Any listed problems, issues, or risks shall include resolutions (both performed and/or planned as applicable), results, and schedule and/or cost impacts (actual and/or potential, as applicable). C. PERIOD OF PERFORMANCE (POP) The PoPs are listed as follows: Two Steerable GPS Jammers Procurement for ACC � 11 months from date of award D. DATA DELIVERABLES & REPORTS The Contractor shall prepare and deliver the following data items (contractor format) in accordance with the Contracts Data Requirements List in support of this effort: Complete Set of Technical Specifications Quantitative Goals for Test of Widgets in AF Operational Environment Final Report on Alpha Prototype Solution Drawings/Users and Maintenance Guide of Operational Prototypes Software Users Guide Final Report on Two Operational End Items
