Description

This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Heska Corporation, Loveland, CO to procure consumable parts and fluids for the CBC and Chemistry systems. The Translational Research Program (TRP) of the Vaccine Research Center (VRC) provides research and logistical support, relevant in vitro and in vivo information and services to assist in the planning, design and conduct of translational research leading to human clinical trials; ensures the availability of relevant, high quality in vitro and in vivo; and provides oversight of an accredited vivo research program that is fully compliant with all institutional, local, state and Federal laws, regulations and standards. This data is important for research and understanding clinical diagnostics for animal health issues. These materials requested are required for use in the Heska CBC and Chemistry equipment that is located in building 40 Room 1604. This equipment provides valuable information and data and supports all of VRC research endeavors. VRC investigators request CBC and Chemistry value sets on NHP and other species samples as a parameter in their research studies. TRP currently manages and runs the equipment, and because the equipment is Heska we need to purchase the correct materials in order for the equipment to be functional and provide the needed data. Place of performance is Bethesda, MD. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2031150) to Skye Duffner at skye.duffner@nih.gov by 9:00am eastern standard time, July 30, 2020. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
