Description
The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) has a requirement to procure Components and Controls for a Pilot Scale Distributed Low-Energy Wastewater Treatment System, the DLEWT 2.0. This requirement includes base CLINs for an AnMBR, Ion Exchange, Electrolysis, and a container with design review, testing, and training. There will be Option CLINs for Generator Incorporation and System Maintenance. ERDC-CERL intends to sole source this acquisition in accordance with FAR 13.106-1(b)(2) and FAR 13.501(a) to Highland Engineering Inc. as they are the only company able to meet the design specification within the 6-month acquisition period required for the DLEWT 2.0 project. As the designer of the first DLEWT system in FY17, Highland Engineering�s expertise regarding the operation and integration of all system components (AnMBR, ion exchange, electrolysis) is invaluable to the construction of a second DLEWT unit.� Further, Highland Engineering�s programming of the system controls and understanding of the complex requirements for autonomous operation will be critical in construction of a second unit. There were many lessons learned from the FY17 contract that will be leveraged for the DLEWT 2.0 system design.� Since DLEWT is truly first of its kind of technology, Highland Engineering is the only company capable of meeting CERL�s requirements for DLEWT 2.0. This is not a request for proposal and in no way obligates the Government to award any contract. The associated North American Industry Classification System (NAICS) code is 333318 which has a size standard of 1,000 Employees. This is not a small business set aside. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government�s acquisition strategy. Please provide responses to this notice no later than July 29, 2020 at 12:00pm, Central Standard Time (CST), to: CERL-CT-QUOTES@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
