- Solicitation Number: �W912PF20Q0040 � Technical Assistance for Water and Sewage Treatment Plants at USAG Italy Darby Military Community in Livorno. Notice Type: �Combined Synopsis/Solicitation Synopsis: 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 using Simplified Acquisition Procedures for commercial information found at FAR 13 and as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. 2. The solicitation number is W912PF20Q0040 and is issued as a request for quotation (RFQ). 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC Number/Effective Date: 2005-87-2 / 04-06-2016. 4. This part except for Subpart 19.6 applies only in the United States or its outlying areas.� This procurement is not a set-aside.� The associated NAICS code is 221310. 5.� Description of the requirements for the items being required: �The purpose of this combined synopsis/solicitation is for provide technical assistance for water and sewage treatment plants at USAG Italy Darby Military Community Camp Darby and Depot installations. The service will be performed in accordance with Statement of Work (SOW) titled �Technical Assistance for Water and Sewage Treatment Plants LPW-O&M Utilities, USAG Italy DMC, Livorno� included in the attached Request for Quotation W912PF20Q0040. The services will take place at Camp Darby and at DEPOT U.S. military installations. 6. Required Period of Performance: Base Year: 24 August 2020 � 23 August 2021 Option Year One: 24 August 2021 � 23 August 2022 Option Year Two: 24 August 2022 � 23 August 2023 Option Year Three: 24 August 2023 � 23 August 2024 Option Year Four: 24 August 2024 � 23 August 2025 7.� The provision at 52.212-1, Instructions to Offerors�Commercial, applies to this acquisition. An addenda to this clause is provided in Attachment 1. Offerors are reminded that to be awarded a government contract you MUST possess a DUNS (Dun & Bradstreet; http://fedgov.dnb.com/webform)� and NCAGE (https://www.dla.mil/HQ/LogisticsOperations/Services/FIC/NATO/NATOCAGE/) numbers and be registered in SAM (https://www.sam.gov/SAM/) in accordance with FAR 52.204-7 Alt I entitled System for Award Management Registration (August 2012). 8. The provision at 52.212-2, Evaluation � Commercial Items, applies to this acquisition. 9. The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. This acquisition will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Procedures for Certain Commercial Items. Award will be made to the lowest priced quote that meets or exceeds all the minimum mandatory criteria in the solicitation evaluation factors. The following factors shall be used to evaluate offers: Factor I - Certifications Factor II - Past Experience Factor III - Past Performance Factor IV - Price 10. See attached Request for Quotation W912PF20Q0040 for details. 11. For the determination of responsibility the quoter shall provide; a. DOCUMENTO UNICO DI REGOLARIT� CONTRIBUTIVA (DURC). The quoter shall provide with the quote a copy certified and NOT older than ninety (90) days at the time set forth for the receipt of the quote of the DURC. (Documento Unico di Regolarit� Contributiva). Self-certifications are NOT allowed. However, if the quoter has submitted a certified DURC to the issuing office (RCO Sub Office Livorno) within 90 days from the due date of this quote, then the quoter may submit a copy of the previously certified DURC. The document MUST include the following statement otherwise the quote will be rejected. �Con il presente documento si dichiara che l�impresa RISULTA REGOLARE ai fini del DURC�. b. B.SELF-CERTIFICATION FOR ANTIMAFIA COMMUNICATION; The Quoter shall complete Attachment titled �Self-certification for Antimafia communication� consisting of one Page. c. In accordance with Subpart 4.12 - Representations and Certifications; 4.1201 Policy. (a) Prospective contractors shall complete electronic annual representations and certifications at SAM accessed via https://www.acquisition.gov as a part of required registration (see FAR 4.1102). (b)(1) Prospective contractors shall update the representations and certifications submitted to SAM as necessary, but at least annually, to ensure they are kept current, accurate, and complete. The representations and certifications are effective until one year from date of submission or update to SAM. 12. The provision at 52.212-4, Contract Terms and Conditions � Commercial Items, applies to this acquisition. 13. The provision at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders � Commercial Items, applies to this acquisition. 14. The specific FAR clauses applicable to this acquisition are included in the attached Request for Quotation W912PF20Q0040. 15.� Additional contract requirements: NOTE 1: The Contractor SHALL perform 100% of the work under this contract with its own workforce. Only the technical assistance provided by authorized service centers technicians is allowed in order to perform services on proprietary systems, services requiring direct manufacturer support or specialized labor. NOTE 2: The quoters are put on notice that no pre-quote conference and/or site visit will be held.� 16. This contract will utilize Wide Area Workflow (WAWF) which is a secure Web-based system for electronic invoicing, receipt and acceptance.� The WAWF application enables electronic form submission of Invoices and Government Inspection and Acceptance documents in order to support DoD�s goal of moving to a paperless acquisition process. 18. All quotes must be submitted to the Contracting Officer as specified in the attached Request for Quotation W912PF20Q0040.� The price should be submitted in EURO without IVA.� The United States Government is exempt from payment of Imposta Valore Aggiunto (IVA) tax in accordance with DFAR 252.229-7003, Tax Exemptions, and with Article 72 of the Italian IVA implementing Decree Law 633, dated October 26, 1972. 19.
