Notice Type: �Pre-Solicitation/Synopsis PSC:� Z2JZ Contracting Office Address: Department of the Air Force, Direct Reporting Units, USAF Academy - 10 CONS, 8110 Industrial Drive Suite 200, USAF Academy, CO, 80840-2315 No solicitation is being issued or requested at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Subject:� This is a pre-solicitation notice (synopsis) for an acquisition in accordance with the format in FAR Subpart 5.2, as supplemented with additional information included in this notice.� All applicable provisions and clauses will be included in the actual solicitation. �This electronic announcement constitutes the only pre-solicitation notice being issued. Proposed Solicitation Number:� FA700020R0021 The solicitation is expected to be issued on or after 7 August 2020. �The closing date and time for submission of proposals will be contained in the solicitation package. For planning purposes only, an organized site visit is anticipated to be held on or about the 21 August 2020. The date and time for a pre-proposal conference or site visit will be announced in the solicitation package, which will be made available on the government point of entry (GPE) web site at http://www.beta.sam.gov. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Contractor MUST be registered in the System for Award Management (SAM) database along with having completed Online Representations and Certifications or his/her proposal will not be considered. �Further information on SAM web site is available at https://www.sam.gov. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs. Description The acquisition is to replace the Arnold Hall Replacement Multi-Media System at the United States Air Force Academy, CO. This project will replace the existing multi-media/sound system and related systems components in the Arnold Hall Theater.� The new audio/visual system must accommodate cinema movies, live performances, theatrical plays, concerts, presentations, briefings, and other miscellaneous state-of-the-art technology-oriented type events. General Description: �The following specific requirements apply to this project: � CAD Requirements - CAD files that comply with USAFA CAD standards are included as part of this Statement of Work.� The construction contractor shall provide as-built drawings using the CAD files provided by the government.� The construction contractor shall ensure their as-built CAD submittal is compliant with the latest USAFA CAD Standards.� USAFA CAD standard template files are available upon request.� Contractors shall include in their proposal a line item that shows the cost for generating as-built drawings to meet USAFA standards. � Contractor Work Area, Laydown, and Storage � The Contractor shall coordinate with the Construction Inspector and the Facility Manager for locations of laydown areas and storage areas for this project. � Work Dates and Times for Construction � The areas of the building outside the project work area will remain open and occupied during construction.� Contractor shall coordinate with the Construction Inspector and the Facility Manager for dates and times that work is restricted due to events elsewhere in the building.� Arnold Hall hosts numerous events throughout the year. The contractor must maintain flexible work schedule due to the various activities held at Arnold Hall during the period of performance.� The requirements are not military unique and can be acquired in the commercial market sector.� The contractor shall provide all labor, materials, equipment, transportation, supervision, and any other items and services necessary to upgrade the Arnold Hall in accordance with the Statement of Work, specifications, drawings, and other project documents that are included with the solicitation. Place of Contract Performance: USAF Academy, CO 80840 United States Set-aside Status:� This acquisition will be a competitive 100% set-aside for small businesses; all others will be deemed non responsive. �The North American Industries Classification System (NAICS) code is 334310 - Audio and Video Equipment Manufacturing and the Small Business Administration (SBA) small business size standard is 750 employees.� Magnitude of construction is between $1,000,000 and $5,000,000. � The proposed contract would be awarded to one vendor as a firm-fixed price contract. Current estimated completion time is 390 calendar days.� All future notices will be posted under the current solicitation number (FA700020R0021). �A solicitation is not available at this time; therefore do not request a copy of the solicitation. �The United States Air Force at this time is not seeking proposals and will not accept unsolicited proposals.
