- The purpose of this synopsis is to notify interested parties that the DFC Acquisition office anticipates issuing a solicitation for a Project Finance News and Deals Database. DFC is looking for a service that can provide comprehensive deal coverage and deal data spanning multiple industry sectors and world regions. As the U.S. government�s development finance institution (DFI), DFC requires information on deals transacted by DFIs (a list of qualifying institutions is attached in Appendix A) as well as commercial institutions. DFC seeks a wide range of transactional information,but will place special emphasis on services that offer comprehensive data on deal pricing. The service(s) DFC selects will provide a single search platform/interface. Access to the deals database service will be through the internet. DFC�s interest is primarily in developing countries and emerging markets in Africa, Latin America/Caribbean, Asia Pacific, Central and South Asia, Middle East and Europe.� A list of countries where DFC is operates is available on the DFC web site: � DFC works in a wide variety of sectors with a special emphasis on infrastructure projects and financial services projects that enable growth and access to capital where neither local nor international private capital markets are willing to enter.� DFC is also strongly interested in deal data pertaining to small and medium enterprise (SME) finance and impact investing. Deal data sought includes deals in various phases of the transaction life cycle from pre-launch to closed.� The ability to search and filter for deals by various project types (e.g., greenfield or brownfield) and transaction attributes (e.g., deal size, currency, country, ratings) is essential. The Government intends to award more than one, firm fixed price purchase order to the responsible vendor(s) whose quote conforming to the solicitation will be most advantageous of the Government, price and other factors considered in accordance with the Request for Quotes (RFQ).� The anticipated period of performance is 15 August 2020 to 14 August 2021 with four (4) one-year option periods which will be exercised at the Government�s need or discretion. Basis for contract quote award: This acquisition is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. Quotes will be evaluated using the factors identified in the RFQ. Noncompliance may be grounds to eliminate the quote from consideration for contract award. Award will be made to the responsible applicant whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The RFQ will be available on Beta.SAM.Gov on or about July 23, 2020. No hardcopies of the solicitation will be issued.
