Description
(1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (2) The solicitation number is 70B03C20Q00000241 and is issued as a Request For Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-08. The associated North American Industrial Classification System (NAICS) code for this procurement is 562920 with a small business size standard of $22.0 million. (3) This procurement will be set-aside 100% for small business. All qualified, responsible sources may submit quotes in accordance with the provision at FAR 52.212-1, and the additional instructions set forth herein. Quoters are advised that they are responsible for obtaining any amendments. Refer to the provision at FAR 52.212-2 for the evaluation factors and information on the basis for award. (4) The Department of Homeland Security (DHS), Customs and Border Protection (CBP), Indianapolis, IN intends to award a Blanket Purchase Agreement (BPA) for the procurement of Recycling and Disposal of Equipment services. It is required that all quoters submitting a quote review the attached STATEMENT OF WORK (SOW) to review all requirements. All quoters submitting a quote shall be required to meet the requirements found in the SOW. (5) Submission and Evaluation Requirements. Quoters shall submit a quote package including a signed SF1449, Price Quote Form, Past Performance Form, and a Technical Capability Statement demonstrating ability to perform the services required, via email only to colin.a.colgan@cbp.dhs.gov no later than 7/30/2020 at 4:00 p.m. ET. Any questions concerning this solicitation must be submitted via email only to colin.a. colgan@cbp.dhs.gov no later than 7/28/2020 at 4:00 p.m. ET. The Government may respond individually via email or responses may be published through beta.SAM as an amendment to the RFQ so that all interested quoters will have access to the same information. Price Quote: Quoters shall complete and submit a Price Quote Form as part of the quote package. Price will be evaluated based the total contract value based on the provided Government estimates of required services, and pricing shall not be significantly unbalanced. Past Performance: Quoters shall complete and submit the attached Past Performance Form�summaries for not more than three (3) relevant and recent projects. Relevant projects are those that are similar to those requested in this contract. Recent projects are either ongoing or completed within the last three (3) years. Past Performance will be evaluated as either Successful, Satisfactory/Neutral, or Unsuccessful. Unsuccessful ratings will result in the RFQ being removed from consideration. A quoter without a record of relevant past performance or for whom information on past performance is not available will not be evaluated favorably or unfavorably on past performance (assigned a Neutral rating). The Government may use any evaluation source available including, but not limited to, reviewing or contacting listed references and use of Government databases such as CPARS/PPIRS. Technical Capability: Quoters shall provide a technical capability statement, not to exceed 4 pages, demonstrating their ability to perform the required services in Puerto Rico, including information about local facilities and management. Technical capability will be evaluated for strengths and weaknesses and will be assigned one of the following adjectival ratings: excellent, very good, satisfactory, marginal, and unacceptable. The method of evaluation is Best Value Trade Off. Award will be made to the quoter that offers the best value to the Government considering technical capability, past performance, and price. Technical capability and past performance, when combined, are more important than price. (6) The ordering period of the BPA will be 8/11/2020 through 8/10/2025.
