- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. No paper copies of the solicitation will be issued. This announcement constitutes the only solicitation; excluding modifications. This solicitation is a Request for Quotes (RFQ) to provide ATI Emergency Mass Notification System (Giant Voice) upgrade, replacing existing REACT 4000 with REACT 5000. The upgrade will ensure compatibility with the AETC Enterprise Trunking Land Mobile Radio system and install a new Giant Voice pole near building 2320 to cover critical dead spots on base at Sheppard AFB, Texas. See attached SOO: Sheppard AFB GV System_SOO 9 July 2020 (FINAL). The 82d Contracting Squadron of Sheppard AFB, Texas anticipates awarding a single Firm Fixed Price (FFP) contract. The applicable NAICS code is 811213, and the small business size standard is $12,000,000.00. This requirement is a total set aside for small business concerns.� The solicitation number is # FA302020Q0021 and is issued as a Request for Quotation (RFQ). See attached �Combo RFQ� for the RFQ format. All documents including the solicitation, FA302020Q0021, and all amendments to the solicitation are obtainable via this notice. Contractors are strongly cautioned to check this notice periodically for amendments. The solicitation will close at 10:00AM CST on Monday, 20 July 2020. All solicitations must be submitted via email to the Primary and Alternate contacts listed below. All questions must be submitted by 10:00AM CST on Thursday, 16 July 2020. All questions MUST be submitted in writing to the Primary and Alternate contacts listed below as well.� ***AMENDMENT ONE*** Amendment One�is the change of the response deadline date has been changed to Thursday 23 July 2020 at 10:00AM (CST)� Please reference to Final Update Giant Voice Upgrade COMBO attachment.� Questions and Answers:� 1. SOO 1.3 and 3.1 have conflicting statements on the pole material.� Does the base require steel or concrete poles and what is the pole height? Concrete poles are required and need closely match existing poles for the current system.� Pole height is 45 feet 2. SOO 3.1, 3.2.4, 3.2.5.1 and 3.2.6.4 have conflicting statements on the radios.�� Please confirm all radios will be replaced/upgraded. If yes, will the government provide the radios.� If no, will the government provide radios to be installed only in the new equipment (3 control stations and 1 giant voice.) All radios will be government provided equipment and are to be installed by the contractor at all sites to include the new pole location, existing pole locations and control stations. 3. SOO 3.1.2 Please confirm the requirement is AC/Solar.� If yes, will AC power be available at a nearby building.� What is the distance between the building and the pole? Each pole location have AC/Solar power with exception of 3 locations.� The new pole installation will be equipped with solar only. 4. SOO 3.2.6.4� What does the base mean by software The software at the CCU will need to be upgraded and all radios that are government furnished will need to have programing that is compatible with the ATI software.� 5.
