- NOTICE OF INTENT TO ISSUE SOLE SOURCE AWARD Amendment No. 1: The purchase of this amendment is to indicate that the response is due on 08/05/2020 at 1600 ET. The need for this amendment is a result of system issues between Beta.SAM.Gov portal and U.S. Environmental Protection Agency's contract authoring system. All other aspects of this notice remains unchanged and in full effect. Title: Maintenance Services for Government Owned Laboratory Instrumentation and Equipment with the Original Equipment Manufacturer (OEM) The U.S. Environmental Protection Agency (EPA), Headquarters Acquisition Division (HQAD), on behalf of the Office of Mission Support (OMS), Office of Acquisition Solutions (OAS), Category Management Branch (CMB), EPA intends to negotiate with PerkinElmer Health Sciences, Inc. (DUNS no. 132010856) on a sole source basis under the authority of the Federal Acquisition Regulation (FAR) 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements pursuant to 41 U.S. Code 3304(a)(1), to procure contractor support services. The purpose of this acquisition is to procure a national Agency-wide strategically sourced requirement for laboratory equipment/instrument maintenance (e.g., toxic vapor analyzer, mass spectrometers and chromatographs) for OMS/OAS/CMB. EPA is seeking to implement an agencywide service maintenance contract of government owned pieces of laboratory equipment with the original equipment manufacturer (OEM). PerkinElmer is the OEM for this requirement. EPA requires a contractor to provide all personnel, equipment, parts, tools, materials, vehicles, transportation, supervision and other items and services necessary to provide on-site preventative maintenance visits, repairs, calibrations, emergency services visits, telephone support, software updates, and timely scheduled requested service maintenance that shall be agreed upon mutually by the contractor and government. All consumable parts (non-operating supplies) are purchased through separate orders and are not part of this procurement effort. The manufacturer�s warranty is null and void if another contractor works on the equipment. Statutory authority 41 U.S.C. 3304(a)(1) only one responsible source is applicable. The services are for commercial items per FAR 2.101. In accordance with 15 U.S.C. � 657q (c)(2)(C) Notice, a determination has been reached that this acquisition strategy involves a consolidation of contract requirements that is necessary and justified. The North American Industry Classification System (NAICS) is 811219 Other Electronic and Precision Equipment Repairs and Maintenance with a size standard of $22 million. The product service code (PSC) is J066 Maintenance, Repair, and Rebuilding of Equipment � Instruments and Laboratory Equipment. EPA anticipates negotiating and awarding a single award indefinite-delivery, indefinite quantity (IDIQ) contract using a hybrid of firm-fixed-price (FFP) and/or time-and-materials (T&M) pricing in the fourth quarter of fiscal year (FY) 2020. The period of performance will be for a one (1) year base period and four (4) one (1) year option periods for a total of five (5) years. An additional six (6) months is available under the FAR 52.217-8 Option to Extend Services clause. Interested parties that believe they could satisfy the requirements listed above and as specified in the Performance Work Statement (PWS) for EPA may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. All responsible sources may submit a capability statement, which will be considered by EPA. All responses to this notice must be submitted in writing via FedConnect by the response due date and time associated with this notice as NO OTHER FORM OF SUBMISSION(S) (e.g., email, telephone, fax, mail, etc.) will be accepted and/or considered.
