- INTENT TO SOLE SOURCE S&P Global Market Intelligence Subscriptions SS-CFPB-20-101 The Bureau of the Fiscal Service (Fiscal Service) Division of Procurement Services, on behalf of the Consumer Financial Protection Bureau (CFPB), intends to make award to S&P Global Market Intelligence LLC, 55 Water Street, Floor 40, New York, NY, 10041-0004, on a sole source basis, under authority of FAR 6.302-1, for S&P Global Market Intelligence platform subscriptions with IMF Enterprise Access. The S&P Global Market Intelligence platform will provide detailed profiles of US financial institutions. In addition to detailed profiles, S&P Global will provide bank regulatory data, balance sheet and income statement (GAAP and public filing) information, data on private banks/thrifts/and bank holding companies, all of which is organized in a readily accessible format.� Additionally, S&P Global provides the option of obtaining a direct data feed for use in financial modeling.� The platform will be used for news feed updates, institution profiles, and other relevant financial data. The S&P Global Market Intelligence platform provides access to the following information that is critical to work and analyses:� Background information on entities and entity executives for information on both Depository Institutions and Non-Depository Institutions. In-depth data in real-time for the banking industry.� Complete best-in-class GAAP and as-reported financials, current news and analytical tools.� Complete and real-time regulatory data for the banking industry.� In-depth analysis of broker/dealers, exchanges, asset managers, specialty lenders, investment companies, mortgage REITs and financial technology firms.� SEC financial data in both standardized and as-reported formats, as well as Form ADV data, X-17s or Focus Reports, and mortgage markets share (HMDA) data.� Peer analysis tools that allow comparisons between financial institutions over a wide range of metrics, including; asset quality, earnings growth, and loan and deposit mix.� Comprehensive coverage of failed banks and thrifts, including news coverage, bidding analysis and metrics for government-assisted deals. As a web-based service, S&P Global Market Intelligence access is available through any web browser to any staff member, including field staff. Users can also register themselves through the web portal, without additional permissions from headquarters or staff, and without account limitations. Of the companies that were researched, S&P Global Market Intelligence LLC is the only one that provides both this required feature, data and tools. NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted. Fiscal Service will consider written responses received no later than 10:00 AM EST July 29, 2020. Responses must be submitted electronically to purchasing@fiscal.treasury.gov, Attn: Sanner/White REF, SS-CFPB-20-101. Vendor responses must include sufficient evidence that clearly shows the proposed product is capable of meeting all of the characteristics of the services needed and described above. If no written response is received that clearly demonstrates an ability to meet all requirements and is received by the aforementioned deadline, Fiscal Service shall make award on a sole source basis to S&P Global Market Intelligence LLC. Qualified contractors must provide the following: The name and location of your company, contact information, and identify your business size and socioeconomic category (Large Business, Small Business, Disadvantaged Business, 8(a), Service Disabled Veteran Owned Small Business, HubZone, etc.). Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses. Whether your product is available through a Government contract vehicle or Open Market. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers your company currently provides these products/services for. DUNS Number. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered: .bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta,, .cpl, and .zip files. Microsoft Office compatible documents are acceptable. No other information regarding this Special Notice will be provided at this time. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice, should one be issued.
