- Notice of Intent to Sole-Source: The 341st Contracting Squadron (CONS) � Malmstrom Air Force Base, Montana intends to award on a sole-source basis a contract to ABB Inc. for the acquisition of a one year (12-month) software license under the Power Generation Care Agreement at the Evolve Software Support Level for the 800 xA version 6.0 and S+ Engineering for Harmony 1.4 Industrial Control System for the 341st Civil Engineering Squadron (CES) Heat Plant. The period of performance consists of a base period of 12-months and four 1-year option periods from 01 May 2020 through 30 April 2021. ABB Inc. is the sole manufacturer/source provider for their Power Generation Care Agreement software licensing and is only sold by ABB Inc. ABB Inc. does not sell any of its products or services to third parties or distributors. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued. All responsible sources may submit a quote which shall be considered. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. If no affirmative written response is received, the award will be made without further notice. Oral communications are not acceptable in response to this notice. RESPONSES ARE DUE NO LATER THAN 6 August 2020 by 2:00 PM MST at 341 CONS, Malmstrom AFB to Mr. Cody Babinecz, Contract Administrator, cody.babinecz@us.af.mil.
