Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole-source basis with Life Technologies under the authority of 41 U.S.C. 1901 for quantitative polymerase chain reaction (qPCR) reagents. Background Information and Basis for Sole Source NIST's Material Measurement Laboratory's Biosystems and Biomaterials Division is focused on advancing biometrology, standards, and technologies to foster innovation and accelerate the translation and commercialization of emerging biotechnologies in support of the bioeconomy. The Biosystems and Biomaterials Division's work supports various sectors of the bioeconomy, including clinical diagnostics, advanced therapies, agriculture, energy, industrial biotechnology, and production of new biomaterials. To fulfill its mission, the Biosystems and Biomaterials Division is developing a Standards Reference Material (SRM), which purpose is to provide standards for water quality testing. Over the past several years, NIST and the Environmental Protection Agency have executed intra-laboratory studies to evaluate the performance of the SRM standards. Further intra-laboratory and inter-laboratory studies are required to evaluate the SRM's utility. More specifically, the qPCR of the SRM. Evaluation of the SRM's utility is important to further validate and demonstrate the SRM's fitness for purpose. In order to execute these forthcoming studies, NIST requires Life Sciences qPCR reagents. The reagents applied to the aforementioned studies were Life Technologies. To maintain uniformity and consistency with pre-existing data from the previous studies, it is critical that the Life Sciences reagents be applied to the anticipated ongoing studies. If an alternate reagent were to be used, NIST would be in danger of jeopardizing the integrity and validity of the assays, protocols, and results that have been established for the SRM. More specifically, the pre-existing results will not be usable if different PCR mixes are used. NIST would not be able to compare the results of the planned study with the historical results. Ultimately, NIST would assume redundant expenses as NIST would have to revalidate multiple years of data. Life Technologies does not have any authorized vendors or resellers capable of providing the required qPCR reagents to NIST. General The North American Classification System (NAICS) code for this acquisition is 325413 � In-Virtro Diagnostic Substance Manufacturing. The small business size standard is 1,250 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 5:00 p.m. Eastern Time on August 4, 2020 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Adam Powell at adam.powell@nist.gov. All responses to this notice of intent must be submitted so that they are received at adam.powell@nist.gov no later than the aforementioned due date.
