- ***NOAA'S ACQUISITION & GRANTS OFFICE, WESTERN ACQUISITION DIVISION-BOULDER, GREAT LAKES ENVIRONMENTAL RESEARCH LAB (GLERL) INTENDS TO NEGOTIATE, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF FAR 13.106-1(b)(1), WITH HIBBARD INSHORE OUT OF AUBURN HILLS, MI FOR A SAAB SABERTOOTH AUTONOMOUS UNDERWATER VEHICLE CAPABILITY DEMONSTRATION. ***THE SOLE SOURCE DETERMINATION IS BASED ON THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION'S (NOAA) REQUIREMENT THAT HIBBARD INSHORE IS THE ONLY PROVIDER OF THIS SERVICE. NOAA TEAMED WITH HIBBARD INSHORE ON A PROPOSAL SUBMITTED TO THE NOAA UNMANNED SYSTEMS OPERATIONS CENTER (UxS) PROGRAM. AFTER A COMPETITIVE SELECTION PROCESS, THE GLERL/HIBBARD TEAM WAS CHOSEN TO RECEIVE FUNDING FROM THE NOAA UxS PROGRAM. THIS IS PHASE 1 OF A 3 PHASE PROJECT TO DEMONSTRATE AN UNDER-ICE WINTER ECOSYSTEM OBSERVATIONAL CAPABILITY. PHASE I WILL DEMONSTRATE THE CAPABILITY TO NAVIGATE A SAAB SABERTOOTH AUV FROM THE NOAA GLERL LAKE MICHIGAN FIELD STATION THROUGH THE PORT OF MUSKEGON PIER HEADS TO MAP INVASIVE MUSSEL REEFS OFFSHORE USING MULTIBEAM SONAR AND HIGH-RESOLUTION IMAGERY. PHASE II WILL BE USED TO DEMONSTRATE THE COLLECTION OF WINTER WATER QUALITY DATA AND MAPPING AND CHARACTERIZATION OF INVASIVE MUSSEL REEFS USING MULTIBEAM SONAR AND HIGH-RESOLUTION IMAGERY. PHASE III WILL INCLUDE A DEMONSTRATION OF PHASE II CAPABILITIES, ALONG WITH BIOACOUSTICS UNDER ICE WITH A FULLY INTEGRATED DOCKING, CHARGING, AND DATA TRANSFER STATION. PHASE 1 WILL DEMONSTRATE AUV OPERATIONS AT NOAA GLERL�S LAKE MICHIGAN FIELD STATION, IN AND OUT OF THE MUSKEGON PIER HEADS AND COLLECTION OF MULTIBEAM HABITAT MAPS AND PHOTO IMAGERY FOR BENTHIC ECOSYSTEM RESEARCH. THE SAAB SABERTOOTH HAS BEEN SELECTED TO MEET THE OBJECTIVES OF THE PROJECT BECAUSE IT HAS BEEN IN PRODUCTION FOR 8 YEARS AND HAS DEMONSTRATED EXCELLENT RELIABILITY FOR COMMERCIAL APPLICATIONS. IT POSSESSES A FULL SUITE OF EXISTING AUTONOMOUS FUNCTIONS FOR SURVEY WORK. THE ADDITIONAL BENEFITS OF THE SABERTOOTH OVER OTHER EXISTING AUV DESIGNS ARE THE STABILITY AND ABILITY TO HOVER. THE STABILITY PROVIDED BY THE HULL DESIGN AND ACTIVE MANAGEMENT BY THE THRUSTERS TO MAINTAIN DESIRED ATTITUDE DELIVERS MORE CONSISTENT DATA THAN ROV/AUV DESIGNS THAT ROLL OR PITCH DURING FLIGHT. THE ABILITY TO HOVER IS REQUIRED WHEN CONSIDERING OPERATING THROUGH NARROW PASSAGES SUCH AS THE CHANNEL INTO THE LAKE MICHIGAN FIELD STATION AND TO DOCK IN A SUBSEA CHARGING/DATA GARAGE. THE INTEGRATION OF MULTI-BEAM SURVEY SENSORS IS STANDARD PRACTICE FOR HIBBARD INSHORE WITH SEVERAL COMMON MULTI-BEAM SONAR MODELS. ADDITIONAL SENSORS WILL REQUIRE MINIMAL DESIGN FOR MOUNTING BRACKETS, SOFTWARE INTEGRATION AND ELECTRICAL CONNECTION TO THE SABERTOOTH. THE SIZE AND LAYOUT OF THE HULL PROVIDE AMPLE SPACE, FLOTATION AND ELECTRICAL RESOURCES FOR SIMULTANEOUSLY CARRYING MULTIPLE SENSORS. THE GOAL OF WORKING UNDER ICE CAN BE INITIALLY STUDIED BY WORKING IN SHALLOW CALM WATER TO MIMIC THE NARROW ACOUSTIC SPACE BETWEEN THE UNDERSIDE OF THE ICE AND THE BOTTOM OF THE LAKE. THE PHASE I DEMONSTRATION WILL VERIFY PROCEDURES AND EQUIPMENT SETUP FOR ACOUSTIC POSITIONING OF THE ROV FROM THE MUSKEGON CHANNEL NEAR THE RESEARCH LAB TO THE DESIRED AREAS OF STUDY IN THE LAKE. THE PROPOSED METHOD WILL INCLUDE THE LAYOUT OF A LONG BASELINE ACOUSTIC TRACKING SYSTEM TO FACILITATE NAVIGATION THROUGH THE SHALLOW, NARROW CHANNEL AND TO SIMULATE CONDITIONS UNDER ICE WHERE SURFACING TO OBTAIN A GPS POSITION IS NOT POSSIBLE. DATA FROM THE AUV SENSORS WILL BE TRANSFERRED INTO THE GLERL REAL-TIME COASTAL OBSERVATIONS�NETWORK (RECON) DATA ARCHIVE (HTTPS://WWW.GLERL.NOAA.GOV/METDATA/) FOR ALL PROJECT PHASES. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
