36C25520Q0616 This Sources Sought Notice is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this Sources Sought Notice will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Department of Veterans Affairs, VA Heartland Network 15, Contracting Office (NCO 15) in developing its acquisition approach, statement of work/statement of objectives and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this Sources Sought Notice or to otherwise pay for the information submitted in response to this Sources Sought Notice. ** Note: In accordance with the U.S. Supreme Court decision regarding Kingdomware, service disabled veteran owned (SDVOSB) and veteran owned (VOSB), who are interested in this procurement and consider themselves to have the resources and capabilities necessary to provide these services shall be verified in VetBiz Registry as follows to be considered: http://www.vip.vetbiz.gov/. Process in 38 U.S.C. 8127(d) whereby a contracting officer of the Department shall award contracts on the basis of competition restricted to small business concerns owned and controlled by veterans, if the contracting officer has a reasonable expectation that two or more small business concerns owned and controlled by veterans will submit offers, and that the award can be made at a fair and reasonable price that offers the best value to the United States. For purposes of this VA specific rule, a service-disabled veteran-owned small business (SDVOSB) or a veteran-owned small business (VOSB), must meet the eligibility requirements in 38 U.S.C. 8127(e), (f) and VAAR subpart 819.7003 and be listed as verified in the Vendor Information Pages (VIP) database. The purpose of this Sources Sought Notice is to obtain information which will lead to the procurement of appropriate PPE to combat the spread of the Coronavirus (COVID-19) and provide the necessary protection for VHA staff and the Veterans they serve. Scope: The Department of Veterans Affairs has a requirement for the Personal Protective Equipment (PPE) item as listed below: PRODUCT DESCRIPTION: Chemotherapy Gown: For Medical Use Disposable, One Time Use only Size: Universal or XL No seams or closures that could allow Hazardous drugs to pass through Polyethylene Coated Material on Front and Sleeve Closure Type Waist: Tie closure, extra long so knot can be tied at the side and out of the way of compounding activities. Closure Type Neck: Tie, Velcro, or Hook-and-Loop Full Back Long Sleeve Knit Cuffs Fluid Resistant Latex Free Low-linting material Color: Blue, White, or Yellow Materials used in gowns must be tested against the following 12 chemotherapy drugs per ASTM F739-12. No breakthrough should be observed during test duration of 480 minutes based on the average standardized breakthrough times. Carmustine Cisplatin Cyclophosphamide Dacarbazine Doxorubicin Hydrochloride Etoposide Fluorouracil Methotrexate Mitomycin C Paclitaxel Thiotepa Vincristine Sulfate ESTIMATED QUANTITY: 20,000 each over an eight (8) week period. SHIPPING REQUIREMENT: Item(s) must be available to be shipped within 7 to 14 days after date of award. Request a delivery schedule of 2500 EACH per week for eight (8) weeks. The Government has the right to extend based upon the needs of each facility.
