- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number FA441720Q0172 is hereby issued as a Request for Quote. Response Date: Thursday, July 30, 2020 at 4:00 PM CST This combined synopsis/solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-07, Effective 07-02-2020. This is set aside for 100% for small business concerns. The North American Industry Classification System (NAICS) code for this project is 333318, and Federal Stock Class (FSC) code is 4610. The Size Standard for this NAICS is 1000 employees. The contractor shall provide all labor, equipment, materials, tools, parts, shipping, and all other items necessary to deliver the following items: AWI-2DM-01SET- Aspen Waters � Aspen 2000DM Desalination System � Complete set that consists of basic unit and extended use components and spare parts in storage case. Quantity of 1. AWI-CHL-1DM-A01 � Chlorinator Option for 2000DM.� Quantity of 1. AWI-CONS-2DM-1 � Consumables Package for 2000DM for system � provides consumables for approximately 1 year of service. Quantity of 1. Items quoted for CLINs 0001 � 0004 must be manufactured by the same vendor and made for the system quoted under CLIN 0001.� Reference attached requirements document for salient characteristics and reference FAR Provision 52.211-6 or any equivalent items quoted. Addendum to 52.212-1, Instructions to Offerors � Commercial Items (Jan 2017) THIS SECTION IS FOR SOLICITATION PURPOSES ONLY.� THIS SECTION WILL BE PHYSICALLY REMOVED FROM ANY RESULTANT AWARD. Addendum to FAR 52.212-1(b), Submission of offers.� Offeror shall submit an electronic copy of their dated offer via e-mail to: stephanie.mccullough@us.af.mil with the solicitation number in the subject block, by Thursday, July 30, 2020 at 4:00 PM CST. Submit a dated Offer Schedule marked with solicitation number FA441720Q0172. Facsimile offers will not be accepted.� In addition to the items required by 52.212-1(b), the offeror shall complete the Vendors Information and Vendors Offer Information at the end of this Combined Synopsis/Solicitation.� This information shall be submitted with the offer. � Addenum to FAR 52.212-1(c), Period for acceptance of offers.� This paragraph is tailored to read as follows: The offeror agrees to hold the prices in its offer firm for 30 days from the date specified for receipt of offers. � Addendum to FAR 52.212-1(f), Late submissions, modifications, revisions, and withdrawl of offers.� This paragraph is tailored to read as follows: Offerors are responsible for submitting electronic offers by the solicitation due date and time.� Offers received after the solicitation due date and time are considered late and will be handled in accordance with FAR 52.212-1(f). � All questions regarding this solicitation must be emailed to stephanie.mccullough@us.af.mil by Monday, July 20, 2020 at 4:00 PM CST. � Offerors shall complete the Vendor�s Offer Information and Vendor Information tables at the end of this Combined Synopsis Solicitation and submit with offer by the established due date and time. � FAR 52.212-2, Evaluation of Commercial Items (Oct 2014) � �(a)� The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and technical acceptability considered. � � The Government will award a FFP contract to the Lowest Priced Technically Acceptable offer.� Offers will be determined technically acceptable if all items are quoted and meet the salient characteristics identified in the Requirements Document. � Not all offers will be evaluated for technical acceptability.� The lowest price offer will be evaluated, if the offer is determined technically acceptable, no other offers will be evaluated for technical acceptability.� If the lowest price is not technically acceptable, the second lowest price will be reviewed.� So on and so forth. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
