- Description
- The mission of U.S. Customs and Border Protection (CBP), Air and Marine Operations (AMO) is the identification, investigation, apprehension, and prosecution of violators of the laws of the United States. Marine assets and operations are essential to fulfill this mission. Air and Marine Operations is the first line of defense against terrorism and the smuggling of narcotics and other contraband entering the United States. To support this effort, the National Marine Maintenance Program was developed to provide CBP with a properly maintained state of the art fleet.� In order to accomplish AMO�s strategic mission there is a need to support a nationwide maintenance and logistic support program for its fleet of over 341 vessels and related equipment managed at 26 vessel maintenance sites throughout the Continental United States of America, Puerto Rico and the Virgin Islands. CBP intends to issue a solicitation with a Request for Proposal for an enhanced three (3) level Logistics and Maintenance Repair and Overhaul (MRO) services and Vessel Logistics Support Services. The major functional areas of this procurement include: Maintenance, repair, and overhaul to vessels, support equipment to include support vehicles and Government Furnished Equipment (GFE).�� Transportation and operation of CBP and other organization�s vessels and support equipment. Support of research and development, to include test and evaluation and the preparation of related reports for vessels and associated equipment. Maintaining control and accountability for all Government property and facilities. Utilizing the Customs Automated Maintenance Inventory Tracking System (CAMITS) as the maintenance operating system for purchasing, maintenance data input, property control, and inventory control. The management of all hazardous waste generated, to include disposal. Development, implementation and manage of a Safety Program. � Development, implementation and manage of a Quality Control Program. Development, implementation and manage of a Tool Control Program. Development, implementation and manage of a marine fuel and POL (petroleum, oil and lubricants) management program. Management of consumable vessel spare parts and material inventories. Establishment and maintenance of inventory stocking levels appropriate for each site. Maintaining control of vessel configurations.CBP intends to award a contract for the Vessel Maintenance and Logistics Services.� The contract is a Performance Based Award to continue the current maintenance activities. The procurement will be a 100% Small Business Set-Aside with teaming allowed to the extent that at least 51% of the employees are full or part-time employees of the successful small business awardee utilizing Oral Presentations [FAR 15.102] with confidence evaluation ratings.
