Description: This is a synopsis of a Department of Homeland Security (DHS) Countering Weapons of Mass Destruction (CWMD) Office requirement to be solicited on a sole source basis to: Symetrica Inc. 4 Lyberty Way, Suite A Westford, MA 01886 This is a noncompetitive action under FAR 6.302-1. Based on DHS CWMD�s market research and in-depth knowledge of the radioisotope identification devices (RIID), Symetrica is the best qualified company to execute the Service Life Extension Project (SLEP) . CWMD previously procured RIIDs with subcontractor support for components and software algorithm from Symetrica. These RIIDs are currently fielded by DHS components, primarily by the U.S. Customs and Border Protection. These devices are used primarily to adjudicate alarms triggered by initial radiation-screening equipment, and to efficiently and thoroughly detect, localize and identify any radiological sources that may be suspected as present during security screening operations. The devices are also used in a primary screening in small areas, such as in aircraft. The Government anticipates awarding a stand-alone contract as a result of the solicitation. The Government is not utilizing a General Services Administration Schedule or any sort of Government-wide or multiple-award contract to issue an order. The primary place of performance will be at Symetrica facilities. The period of performance will include a 12-month base period and three (3) 12-month option periods. No response to this synopsis is requested. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The following is a summary of the requirement: DHS is committed to using cutting-edge technologies and scientific talent in its quest to make America safer. The DHS CWMD is tasked with enabling operational partners to prevent WMD use against the Homeland and promote readiness for chemical, biological, radiological, nuclear, and health security threats. One element of the DHS CWMD�s procurement portfolio is providing basic handheld RIID capability to DHS, which includes the RadSeeker DL model. � CWMD has a requirement to extend the service life of the RadSeeker DL device, which includes replacing its stabilization source used for calibration, upgrading the software algorithm and firmware to improve identification performance, replacing worn or damaged gamma detectors, and replacing/upgrading hardware, such as Global Positioning System antenna, gaskets, seals, and enclosures. Symetrica is the only vendor capable of providing this service life extension and upgrade with the required support. To perform this work, the contractor will need to have the following minimum capabilities: � Deep understanding of the design and assembly of the RadSeeker DL � Proprietary knowledge of the radioisotope identification algorithms within the RadSeeker DL � Access to components to upgrade the RadSeeker DL replace the stabilization source, replace worn or damaged gamma radiation detectors, upgrade the software and firmware, and replace gaskets, seals, and enclosures.� �� Access to components and design to conduct assessment and repairs. The contractor will also need to have personnel to conduct the upgrade, including functional checks and trouble-shooting.
