Description
This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with WuXi NextCode Genomics USA, Inc Cambridge, MA 02142 for Genome Sequencing and Analysis for Clarkson�s Disease. The Laboratory of Allergic Diseases (LAD) investigates disorders of immediate hypersensitivity, including classic allergic diseases. Basic research includes studies of mast cell and eosinophil biology and signaling pathways in inflammation. Clinical projects investigate the pathogenesis of allergic inflammation and the role of various cells and cytokines in this process. Research findings are translated into improved treatments for asthma, mast cell diseases, and other disorders. The lab is requesting whole Genome Sequencing and analysis service through Wuxi NextCODE Genomics to provide genetic sequence information for a rare disease we are studying: Clarkson's disease, an extreme vascular disorder also known as systemic capillary leak syndrome (SCLS). During acute disease attack, SCLS patients have massive vascular leakage, hypotension and subsequent medical complication leading to high mortality. More devastating is that there is no specific treatment for this fatal disease. The genetic sequence information through the service and analysis is needed to research for disease-associated genetic defects and mutations, which will have therapeutical potential for the treatment of the disease. The statutory authority for this sole source requirement is 41 U.S.C.1901 (e) (2) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2027330) to Skye Duffner at skye.duffner@nih.gov, by 10:00 am eastern standard time, July 30, 2020. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
