Description
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate, on a sole source basis, with APS Dynamics, Inc. (Spektra USA); 32124 Paseo Adelanto, Suite 3, San Juan Capistrano, CA 926; for the purchase of one (1) long stroke/very low frequency shaker upgrade primary vibration calibration system (PVCS) to be utilized by NIST�s Physical Measurements Laboratory (PML). The statutory authority for this acquisition is 41 USC 3304(a)(1); FAR 13.106-1(b). ***** Sole source determination is based on the need to acquire one (1) long stroke/very low frequency shaker upgrade primary vibration calibration system (PVCS). The long stroke/very low frequency shaker upgrade PVCS will be used for a measurement service for industry to provide Calibrations and Special Tests of transducers such as accelerometers, and vibration measuring instruments, such as vibrometers. These measurement services are performed using Primary Vibration Calibration System (PVCS), with the measurement service 24100C covering over the frequency range of 10 Hz to 20 kHz and Special Tests 24130S performed at frequencies below and above this range, with the upper and lower frequency and acceleration limits set by the performance of the shakers in the system. The required laser is required long stroke/very low frequency shaker upgrade PVCS for special tests of accelerometers designed for monitoring infrastructure, e.g., bridges, buildings, equipment. The existing instrumentation in the PVCS is generally capable of providing acceptable acceleration down to 1.0 Hz for high sensitivity accelerometers, but generally not at frequencies below 1 Hz needed for these special services. APS Dynamics, Inc. (Spektra USA) is the only manufacturer of a long stroke/very low frequency shaker upgrade PVCS with a long enough stroke length (450 mm) to provide a low-frequency acceleration (0.08 m/s^2 at 0.1 Hz) sufficiently to meet the recent requests from NIST's calibration customers. *****The North American Industry Classification System (NAICS) code for this acquisition is 334516 � Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. *****A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� *****No solicitation package will be issued.� This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
