***NOAA'S ACQUISITION & GRANTS OFFICE, WESTERN ACQUISITION DIVISION-BOULDER, NATIIONAL MARINE FISHERIES SERVICE (NMFS) ALASKA FISHERIES SCIENCE CENTER (AFSC) INTENDS TO NEGOTIATE, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF FAR 13.106-1(b)(1), WITH MCLANE RESEARCH LABORATORIES, INC OUT OF EAST FLAMOUTH, MA FOR AN IMAGING FLOW CYTOBOT (IFCB). ***THE SOLE SOURCE DETERMINATION IS BASED ON THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION'S (NOAA) REQUIREMENT THAT MCLANE RESEARCH LABORATORIES IS THE SOLE PROVIDER AND MANUFACTURER OF THE IMAGING FLOW CYTOBOT, WHICH IS A HIGHLY SPECIALIZED INSTRUMENT. MCLANE RESEARCH LABORATORIES IS THE ONLY KNOWN ENTITY IN THE UNITED STATES THAT IS CURRENTLY MANUFACTURING THE IMAGING FLOW CYTOBOT FOR COMMERCIAL USE THAT WAS DEVELOPED BY WOODS HOLE OCEANOGRAPHIC INSTITUTE AND CAN BE USED BOTH AS A BENCHTOP OR SUBMERSIBLE INSTRUMENT. THERE ARE NO OTHER ENTITIES CURRENTLY MANUFACTURING A SUBMERSIBLE FLOWCAM. THIS INSTRUMENT IS NEEDED TO HELP WITH HARMFUL ALGAL�BLOOM RESEARCH, TO IDENTIFY TOXIC ALGAL�BLOOM PRESENCE WHICH DIRECTLY IMPACTS COASTAL COMMUNITIES HEALTH AND SAFETY. ADDITIONALLY, IT IS NEEDED FOR STUDIES INVOLVING FLOW OF ENERGY FROM PHYTOPLANKTON TO YOUNG FISH BASED ON VARYING SPECIES OF PHYTOPLANKTON. BOTH OF THESE STUDY APPLICATIONS SUPPORT PART OF NOAA'S MISSION. WE HAVE ONLY BEEN ABLE TO FIND THIS TYPE OF INSTRUMENT FROM ONE SOURCE, MCLANE RESEARCH LABORATORIES. THE ALASKA FISHERIES SCIENCE CENTER (AFSC) NEEDS AN IMAGING FLOW CYTOBOT (IFCB), TO PROVIDE INLINE AND DEPTH-SPECIFIC INFORMATION ON PHYTOPLANKTON TAXA. THE IFCB USES A COMBINATION OF FLOW CYTOMETRIC AND VIDEO TECHNOLOGY TO CAPTURE HIGH RESOLUTION IMAGES OF SUSPENDED PARTICLES. THE IFCB WILL BE DEPLOYED ON AT-SEA VESSELS IN THE BERING SEA, ARCTIC, AND GULF OF ALASKA, AND HAS THE UNIQUE ABILITY TO BE USED EITHER ON BOARD, OR AS A SUBMERSIBLE UNIT TO ADD TO A CTD, MOORING, OR SAILDRONE. THE IFCB WILL PROVIDE EFFICIENT DATA COLLECTION ON PHYTOPLANKTON TAXA FOR MANY YEARS AS WELL AS EFFICIENT MEANS OF IDENTIFICATION, SPECIFICALLY FOR HARMFUL ALGAL BLOOM SPECIES, WHICH IS IMPORTANT FOR HELPING TO ASSESS THE BREADTH OF A POTENTIAL TOXIC ALGAL BLOOM, ESPECIALLY IN ALASKAN WATERS, WHERE INCREASING TEMPERATURES ARE PROVIDING MORE SUITABLE HABITAT FOR THESE TOXIC SPECIES, WHERE THEY HAVE SELDOM BEEN AN ISSUE IN THE PAST. ADDITIONALLY. THE EFFICIENT IDENTIFICATION OF PHYTOPLANKTON WILL PROVE PARAMOUNT IN NOAA�S MISSION, VIA THE INVESTIGATION OF FOOD QUALITY CHANGES AT THE BASE OF THE FOOD WEB, IN ADDITION TO IDENTIFICATION OF HARMFUL ALGAL BLOOMS THAT MAY TRANSLATE UP THE FOOD CHAIN. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
