- THIS NOTICE OF INTENT TO SOLE SOURCE IS HEREBY CANCELLED.� �A BRAND NAME ONLY COMBINED SYNOPSIS/SOLICITATION SHALL BE ISSUED AT A LATER DATE.� The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Advanced Measurement Technology, Inc. (Ametek), for the procurement of a multichannel potentiostat system. ��The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. The Biomedical Microtechnologies Group (MN Division) within Physical Measurement Laboratory at the National Institute of Standards and Technology (NIST) is developing a platform to enable quantitative, real-time cell behavior monitoring through electronic measurements of cell migration and bioelectric activity.� This type of research requires multiple measurement elements per experimental area to monitor continuously cell behavior as they move from one surface in the substrate to another.� Acquiring the instrumentation capable of multiplexing (having multiple channels to take measurements simultaneously) is required to proceed with this research. Extensive market research has been performed and it has been determined that only Ametek has commercially available equipment that can meet the equipment requirements needed to complete the groups research.� Their multichannel potentiostats (PMC-1000 and PMC-200) along with their PARSTAT multichannel chassis will fulfill those requirements.� The following requirements can only be met by the Ametek equipment: 1.�������� Potentiostat cards with dual-channels capable of up to 20 channels. 2.�������� Variety of potentiostat cards that can be assembled in the same instrument allowing for the use of potentiostats with different specifications (e.g., frequency range). 3.�������� Multiple potentiostat modules that operate independently without reducing the ���� measurement accuracy below 0.3% and 0.3 degrees when operated simultaneously. 4.�������� Current dynamic range between 4 nA full scale to 2A on each channel without the ����� requirement of boosting the signal. 5.�������� Each potentiostat (card) must have a 4 million data point on-board buffer (or more) to ������� protect experimental set-ups and data files in the event of a computer failure or loss of ���� communication. 6.�������� Data acquisition of 500kS/sec or better, with a1- 2uS time base resolution or better. 7.�������� Capability of swapping cards so that cards can be added or removed without interrupting ����� experiments on the already assembled channels. 8.�������� The file format must allow for the exchange of files with the existing Solartron analysis ������� software. Delivery shall be FOB DESTINATION and shall be in accordance with the Contractors established service lead times.�� � The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 1000 employees. No solicitation package will be issued.� This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by established due date/time set forth in this notice. Inquiries will only be accepted via email to joni.laster@nist.gov . No telephone requests will be honored. �� A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future.�
