SYNOPSIS � Notice of Intent to Sole Source This is a synopsis of a Department of Homeland Security (DHS) Countering Weapons of Mass Destruction (CWMD) Office requirement to be solicited on a sole source basis to: ORTEC / ADVANCED MEASUREMENT TECHNOLOGY (AMETEK) This is a noncompetitive action under FAR 6.302-1. Based on DHS CWMD�s market research and in-depth knowledge of the radioisotope identification devices (RIID), ORTEC is the best qualified company to execute this effort. CWMD�s predecessor organization (i.e., the Domestic Nuclear Detection Office, or DNDO) previously procured RIIDs from ORTEC, which are currently fielded by DHS components, including U.S. Customs and Border Patrol and the U.S. Coast Guard. These devices are used to adjudicate alarms triggered by initial radiation-screening equipment, and function at a higher gamma energy so as to efficiently and thoroughly detect, localize and identify any radiological sources that may be suspected as present during security screening operations. The Government anticipates awarding a stand-alone contract as a result of the solicitation. The Government is not utilizing a General Services Administration Schedule or any sort of Government-wide or multiple-award contract to issue an order. The primary place of performance will be at ORTEC facilities and certain Government facilities designated by DHS CWMD. The period of performance will include a 12-month base period and one 12-month option period. The applicable North American Industrial Classification System (NAICS) code is 334519. No response to this synopsis is requested. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The following is a summary of the requirement: DHS is committed to using cutting-edge technologies and scientific talent in its quest to make America safer. The DHS CWMD is tasked with enabling operational partners to prevent WMD use against the Homeland and promote readiness for chemical, biological, radiological, nuclear, and health security threats. One element of the DHS CWMD�s procurement portfolio is providing Advanced Hand-held RIID capability to DHS, currently with ORTEC�s Micro-Detective HX units. �CWMD has a requirement to upgrade 77 existing ORTEC Micro-Detective HX devices. The capability of these instruments needs to be extended to better assist in identification of certain threat materials. Data gathered through this improvement will provide greater detail and understanding of threat materials. The range increase will also provide Department of Energy Triage with more useful information contained in the spectral files that result from operation of the devices when detecting and identifying potential threats. The original manufacturer, ORTEC / AMETEK, is the only one that provides this upgrade and the required support for a smooth transition. To perform this work, the contractor will need to have the following minimum capabilities: � Deep understanding of the design and assembly of the Micro-Detective HX � In depth knowledge of the radioisotope identification algorithms within the Micro-Detective HX � Access to components to upgrade the Micro-Detective HX to detect high-energy gamma radiation� The contractor will also need to have personnel to conduct the upgrade, including functional checks and trouble-shooting.
