- Description
- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division-Kansas City office intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Resource Management Associates (RMA) for Community Hydrologic Prediction Systems (CHPS) Hydrologic Engineering Center (HEC) located in Davis, California 95618. Sole Source Justification This contract requires Key Personnel who understand the planning and direction of ongoing, highly technical, hydrologic and hydrometeorologic forecasting programs/tasks for both the National Weather Service (NWS) and U.S. Army Corps of Engineers Hydrologic Engineering Center (USACE-HEC).� In addition, the vendor must have detailed knowledge of and access to USACE-HEC source code.� RMA is the consulting firm that provides software engineering to HEC (i.e. they wrote the software for which NWS needs LINUX model adapters.)� Because of their unique position in the market there are no other sources who are capable of producing the required services for the NWS.� The software in question operates as part of the Community Hydrologic Prediction System (CHPS) which runs on the NWS Advanced Weather Interactive Processing System (AWIPS).� Any problems with the software can have a direct, detrimental impact on the ability for the National Weather Service to meet its mission to provide weather, water, and climate data, forecasts and warnings for the protection of life and property and enhancement of the national economy. Special Notice This is the only notice to be posted.� This special notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the needed software and be in compliance with the above justification may submit substantiating documentation in writing within the open period of this notice.� Responses can be sent via e-mail to james.d.moore@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. If no documentation is received, award will be made directly to RMA.� DOC, Eastern Region Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
