- The Department of Homeland Security/Federal Emergency Management Agency/U.S.� Fire Administration (DHS/FEMA/USFA) intends to negotiate and award a contract on a sole source basis (IAW FAR 6.302-1(a)(2)) with the International Association of Fire Chiefs (IAFC) 4795 Meadow Wood Lane, Suite 100 Chantilly, VA 20151. The IAFC is currently under a competitively awarded contract issued by FEMA/USFA to conduct a study based on past America Burning research with other sources to examine and address the American fire problem including fire deaths and property loss of the public as well as occupational health and safety of the fire and EMS service personnel and how the United States Fire Administration (USFA) with its partners can find solutions.� �That study brings together individuals representing major fire and emergency medical service organizations and governmental organizations with an interest in fire protection, prevention, mitigation. The objective of this project is for the IAFC, in conjunction with the previously awarded contract, to conduct a study � America Burning � Wildland Urban Interface (WUI) based on past America Burning conference and other relevant information.� The study shall involve consultation with many of the same major fire and emergency medical organizations as well as major wildland fire constituent organizations and governmental organizations with an interest in wildland fire protection, prevention, and mitigation. In 1973, the original America Burning document was released.� This document led to the creation of the U.S. Fire Administration through the Federal Fire Prevention and Control Act of 1974 (PL 93-498).� Since the original report, there have been two follow-on reports � America Burning Revisited in 1987 and America at Risk � America Burning Recommissioned in 2002. Since 2002, there have been many changes in the fire problem of the U.S.� as well as its fire and emergency medical services.� One of these changes is the increase in wildland fires that are affecting the residential neighborhoods with devastating effects in the wildland urban interface (WUI).� There is a need to conduct a study � America Burning � Wildland Urban Interface (WUI) � to address this issue and to determine how the USFA with its partners can find solutions.� The IAFC shall identify national and state level fire service and wildland fire constituent organizations with whom they have a working relationship for potential inclusion in this study.��� � The IAFC shall provide the approved findings from the study to the USFA, who plans to use the findings of the study to review and update its current programs and to set potential priorities for future direction and activities working with partners. Founded in 1873, the IAFC and their staff have experience and credibility among the U.S.� fire service for their over 145-year history of serving the needs of the fire service, not just in the U.S. but internationally as well.� IAFC is �a national and international level focal point of expertise in numerous areas for the fire service.� �The IAFC has a long history of performing successful complex fire service projects and studies for both the USFA and the fire service in general.� IAFC is the only organization capable of performing the tasks to satisfy this requirement.� The complexities in what fire departments are now required to know and how that technical information is disseminated is critical.� IAFC is recognized as the local fire department representative on the National Wildfire Coordinating Group (NWCG) which among other things maintains approved standards, guidelines, training, and certification for interagency wildland fire operations on a national scale.� A track record of collaboration and formal membership with groups such as NWCG and the Wildland Fire Leadership Council (WFLC), and its product the Wildfire Cohesive Strategy, uniquely positions the IAFC with the credibility that a national level product that an America Burning WUI edition will require. Transfer of technology to fire departments and leveraging ongoing partnerships with USFA and DHS Science &Technology are important factors that uniquely positions IAFC to address best management practices and other findings on how technology interoperability and training is delivered on a national scale. IAFC is the preeminent organization that hosts and facilitates the only national level WUI conference that brings together firefighters, researchers and leadership at the local, state, federal and tribal levels to collaborate on emerging issues and educate wildland-fire management on an annual basis.� The IAFC is the only organization that can meet the following core capabilities necessary to accomplish �this requirement: Expertise in conducting complex fire service management studies at the national level, especially those targeted for fire service leadership, major wildland fire constituent organizations, governmental organization for change of the safety culture in the fire service and wildland fire protection, prevention and mitigation; Existing mechanism to deliver outreach, information, and training targeted toward fire service leadership, major wildland fire constituent organizations, government organizations and the fire and EMS services, including both career and volunteer, federal and local partners, including outreach at national level fire service leadership conferences and workshops.� Promote and provide national level leadership education and training for fire departments and other organizations; Serve as the voice and advocate for fire service leadership in the national arena and provide tools, resources, and programs for all types of fire and EMS departments and responders; including both career and volunteer.� Conduct research, develop training, collect information and distribute that information which has an impact on the fire service at the national level, as well as share the results of this study at national level leadership conferences. � It is the government�s intention to issue a purchase order for a 12-month period of performance to complete the requirements of this study.� Based on the above information, the only organization known which can provide technically acceptable services to conduct this study is the International Association of Fire Chiefs.� �FEMA/USFA has determined that the IAFC is uniquely qualified to perform this study in conjunction with the previously awarded order to conduct a study based on past American fire problem including fire deaths and property loss of the public as well as occupational health and safety of the fire and EMS service personnel and how the United States Fire Administration (USFA) with its partners can find solutions.� � This notice is NOT a Request for quotation (RFQ) for competitive proposals and no solicitation document exists for this requirement.� �However, parties interested in responding to this notice shall submit a capabilities statement with technical data, sufficient to determine capability to perform this study.� All capability statements received by the closing of this intent to sole source notice will be considered by the Government.� �A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.� �Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� � Submit capability statements (using PDF, MS Word, Excel attachments) to Jane Huwig-Leister, Contract Specialist at jane.huwig-leister@fema.dhs.gov.� �Statements are due not later than 11:00 a.m.� Eastern on August 4, 2020.� �No telephone calls will be accepted.
