- This is not a request for quote/proposal. Pursuant to FAR 13.5, Washington Headquarters Services, Acquisition Directorate (WHS/AD), on behalf of the Defense POW/MIA Accounting Agency (DPAA), awarded a short-term sole source bridge contract for Case Management System Sustainment support to NA Alii Consulting & Sales LLC, 3375 Koapaka Street, Suite B200, Honolulu, HI, 96819. The period of performance for the bridge contracts is for a 2-month base period of performance, with one 1-month option period, from June 26th, 2020 to September 25th, 2020. The award was made under the authority of Federal Acquisition Regulation 13.5. DPAA�s CMS requires contractor to provide support services for the ongoing critical operations and sustainment to DPAA CMS that are comprised of Business Intelligence, Enterprise Content Management (ECM), and Laboratory Information Management System (LIMS) systems. Contractor support also includes engineering services for Tier 2 and 3 level support of the primary applications of Documentum XCP and STARLIMS, as well as the supporting server and networking environments including operating systems, databases, and associated utilities and components hosted in Amazon Web Services (AWS) Government Cloud environment. The estimated total price for this FFP contract is $1,056,372.93. Currently these services are going through a phase-out period where NA Alii will need approximately three months to transition their services to a new contractor, and the anticipated completion of the transition will be by August 2020. Therefore, these services are needed to ensure there�s a smooth transition to avoid any lapse in services from the incumbent to the new awardee. DPAA has a congressionally mandated requirement for a single centralized database and CMS for all POW/MIA unaccounted for service members and civilians. Without a bridge action, there will be direct impacts to DPAA's CMS operations and security leaving CMS at high risk to miss required security patching and updates, delivery of capability to document case activity and progress, and establish identification of recovered POW/MIA remains. To compete this effort at this time would increase the total price by additional $700K for a new vendor to staff technical expertise for a short 3-month duration and would require a 4-week learning curve for a new vendor to be familiar with DPAAs CMS functionality. The increased price to the Government is not expected to be recouped through competition and would cause unacceptable delays in fulfilling DPAA mission.
