Request for Information Request for Information This Request for Information (RFI) notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, quotes as a result of this synopsis. The Government will not pay for any effort expended or any material provided in response to this announcement or any follow up information requests, nor will the Government return any data provided. This is not a Request for Quotation (RFQ) or a promise to issue an RFQ and this information is subject to modification and in no way binds the Government to award a contract. � Purpose The Government is interested in market information pertinent to proven (e.g., existing vessels) vessel(s)/craft(s) for potential FMS sale(s). In particular, the Government desires information pertaining to whole vessel characteristics, design information, operations, estimated acquisition costs, delivery time frames and past sales information. � The Government may use the responses to this RFI for information and planning purposes. The technical specifications describe only the currently contemplated possible specifications and may vary from the actual specifications identified in final Product Descriptions included in any RFQ. � Scope The primary mission of the 65� boats, to be used by foreign militaries and partner nations, is to serve as a response�boat. These boats are multi-purpose platforms with several secondary missions, including Anti-Terrorism/Force Protection (AT/FP) operations, Search and Rescue (SAR) operations and Vessel Boarding, Search and Seizure (VBSS) and Maritime Interdiction Operations (MIO). � The 65� boats are to have the following general characteristics: Length������������������������ 65 feet Draft�������������������������� Not to exceed four (4) feet when fully loaded Hull Material�������������� Aluminum Structure ������������������� Aluminum Max Speed ���������������� >38 knots Range������������������������� >350 nautical miles at most economical speed when fully loaded Engine Type��������������� Inboard Diesel Engines Propulsion with water jet drives Electrical�������������������� 12 VDC/220 VAC Electrical System Endurance ����������������� Seven (7) days continuous at sea Personnel�������������������� Twenty-four (24) passengers with a Crew of eight to ten (8-10), quarters to support six (6) bunks Galley������������������������� Galley equipped with 2-burner butane cook top, microwave oven, large refrigerator, and stainless steel sink with pressurized freshwater supply Marine Head�������������� Enclosed chemical-type head facilities Navigation Suite�������� Fully integrated navigation system color radar/plotter with color Liquid Crystal Diode (LCD) display, GPS Communication���������� Very High Frequency (VHF) communication system Other Outfitting��������� One (1) loudhailer system, ����������������������������������� One (1) remote control searchlight ����������������������������������� Gun mounts fore and aft ����������������������������������� One (1) Emergency Position-Indicating Radio Beacon (EPIRB) 4.Objectives of the RFI � The USCG is seeking the following information: Identify any commercial items that will meet the needs of this RFI. Understand the level of interest and availability of potential vendors that could provide the items identified in the Statement of Objective (SOO) (boats, cradles, spare parts, reactivation, and training). Identify issues, roadblocks, and barriers to successful manufacturing of boats and cradles. Comments regarding any ambiguities or needed clarifications of the Draft technical specifications. Obtain vendor feedback on any other pre-existing contracts that might meet this need. 5. Draft Technical Specifications See Attachment I SOO for the performance requirements to meet the Government�s need. 6.� Notes to Responders All information received in response to this RFI marked �Proprietary� will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response.� Responses to the RFI will not be returned.� Responders are solely responsible for all expenses associated with responding to this RFI and the USCG will not pay for information received. There is no commitment by the Government to issue an RFQ, make an award or awards, or to be responsible for any monies expended by industry responses to this RFI. 7.� Response Criteria The USCG is seeking responses from interested parties that can provide the boats and cradles with the requested characteristics. Interested parties are encouraged to limit responses or capability statement to three pages and shall include the following: A�cover letter including: (a) The name and address of the interested party and where such boats would be built; (b) Point of Contact including name, title, phone, and email addresses; (c) business size and socioeconomic status; The Government recognizes that interested parties may not have a platform that meets all the requirements. Interested parties are encouraged to respond to this RFI if minor deviations exist but could be readily modified; List of any pre-existing federal contract vehicles (e.g., GSA Schedule, GWAC, IDIQ, BPA) which contains the platform offered. A description of the company's recent relevant experience; Estimated total manufacturing time from date of award to delivery at the builder's facility; Estimated rough order of magnitude (ROM) price for each boats and cradle, not including associated spares;�� Interested Parties are to fill in�and submit�Attachment II Standard Boat Configuration Offered: Email all responses, questions or concerns to Micha Wisniewski, at Micha.A.Wisniewski@uscg.mil prior to the due date.
