- THE U.S. NUCLEAR REGULATORY COMMISSION (NRC) is issuing this Sources Sought Synopsis as a means of conducting market research or as a market survey to determine the availability of potential qualified vendors with the technical capability to provide all management, supervision, administration, and labor for the delivery of training on the Visual Sample Plan (VSP) software developed by the Pacific Northwest National Laboratory (https://vsp.pnnl.gov/). �Specific activities include: 1) developing and delivering a 3-4 day training course on VSP with delivery of an average of two courses per year and 2) developing and delivering short reference videos on how to use certain features within VSP with delivery of two videos per year to the NRC.� Services are required for staff at NRC Headquarters in Rockville, Maryland; at the NRC Technical Training Center in Chattanooga, TN; at a training location provided or coordinated by the NRC or provided virtually.� The applicable North American Industry Classification System (NAICS) code assigned to this procurement is�611710. THERE IS NO SOLICITATION AT THIS TIME.� This request for sources and vendor information does not constitute a request for proposal; submission of any information in response to this market survey is purely voluntary; and the Government assumes no financial responsibility for any costs incurred in responding to this request.� CAPABILITIES SOUGHT:� The NRC is seeking to identify sources that are capable of providing in-person or virtual training on the VSP software. All training developers and course instructors shall have at least five years of demonstratable, in-depth user experience with the VSP software, and primary instructors shall have at least three years of experience giving formal training on the software. Training developers and instructors shall have expertise in the statistical methods that are used by the VSP software, a working knowledge of the sampling guidance published in the Multi-Agency Radiation Survey and Site Investigation Manual (MARSSIM), and general experience with the decommissioning process as it applies to NRC licensees. The training team shall also include at least one member who has a detailed working knowledge of the computer code that comprises the current version of the VSP software. Additional capabilities include team members with knowledge or experience with Geographic Information Systems (GIS), Global Positioning Systems (GPS), and the Data Quality Objective (DQO) process.
