- Description
- This is a market survey for a construction project titled: Wind and Waves Evacuation and Survival (WiWAVES) Research Facility at the Mike Monroney Aeronautical Center (MMAC), Oklahoma City, OK. Civil Aerospace Medical Institute (CAMI) plans to construct a new WiWAVES facility housed in an approximately 41,000-45,000 sq. ft. building.� �The CAMI WiWAVES Research Facility site is a flat, relatively open site located on the adjacent site to the west of 013-CAMI. The site is bounded by SW 68th Street on the south, Denning Avenue on the west, SW 66th Street on the north and Christian Avenue on the east. The new facility will be sited in the south quadrant of the site. The site is approximately 267� wide x 838� long The WiWAVES facility will consist of a water survival tank surrounded by the structural and mechanical apparatus required to support fuselage placements, aircraft attachments for multiple escape slides, deployment of water survival inflatables, wind machines to simulate high-fidelity windstorm operating environments, and the wave generating capability necessary to challenge the design and function of water safety and survival equipment and procedures. The WiWAVES Facility will require these specific capabilities:� Water Survival Research Tank:� The 100� x 86� x 19� water tank dimension includes the 6� wide x 80� length shelf at the end of the pool.� depth is 19� deep. Separate external holding tank. � Waves Generation System:� The tank will be constructed with a wave generation system that will have the capability of producing waves from 2 feet high to 10 feet high. Waves will be produced by a pneumatic, fully programmable computer controlled system capable of churning waves with variable wave periods and patterns. Wave System includes: Blower Room, Caissons, Raised Air Chamber Curb, Holding Tank and associated piping. � Wind Generation System (Deck Fans):� Eight deck fans to generate the required flow field for testing a range of emergency exit slides, which correspond to a wide variety of aircraft.� The wind generation system will provide the capability to meet the following requirements: Generate steady state winds for the testing of inflatable egress equipment on transport category aircraft that may be subject to high winds. The wind speed set point will be controllable from 17 to 32 knots. 8 - Prop fans located on the deck. 2 - Swivel Mount prop fans located on the deck. � Aircraft Emergency Egress Slide Deployment Platform:� A variable-height, reconfigurable platform to test the deployment of aircraft emergency egress slides in varying wind conditions, as well as testing emergency raft canopies in high wind gusts.� This platform will allow set up and testing of the complete range of test slides, including over-wing deployments and the deployment of upper-level slides on double-deck wide body aircraft such as the Boeing 747 or Airbus A380. Staging Platform with rotor-wash fan. Additional features of the facility:� Include restrooms, locker rooms, equipment labs, master control room, storage areas, break area and a briefing room. The estimated price range for this project is $33,000,000 to $45,000,000.� The Contract Award is projected for May 2021.� Performance and payment bonds will be required in a penal sum equal to 100% of the contract price.� The proposal guarantee amount should be at least 20 percent of the proposal price and should not exceed $3 million. The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses, and 8(a) certified firms, capable of providing the required construction services. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among service-disabled veteran-owned small businesses or 8(a) certified firms. The NAICS code applicable to this requirement is 236220 Commercial and Institutional Building Construction.� The business size standard for this NAICS is $39.5 million. The following information shall be provided by interested vendors: Capability Statement - This document should identify: Type of services provided by firm, Vendor�s business size for NAICS code 236220 Size and type of services provided by previous contracts (provide detailed information and past performance), Number of years in business Evidence of at least one (1) successfully completed construction project greater then $25M in the past five (5) years (provide detailed information and past performance), Statement on Surety letterhead that vendor can obtain Payment and Performance Bonds equal to 100% for a project estimated at $45M Respondents must be active in the System for Award Management (SAM) (www.sam.gov). All responses to this market survey must be received by Monday, August 17, 2020, 2:00 p.m. CT.�� All submittals should be submitted by email to: stephanie.riddle@faa.gov.������� The responses to this market survey will be used for informational purposes only.� This is not a screening information request or request for proposal of any kind.� The FAA is not seeking or accepting proposals at this time.
