- THIS IS A SOURCES SOUGHT NOTICE ONLY for planning purposes to identify interested vendors for the requirement detailed below. A formal solicitation, performance work statement, and technical exhibits are not available for release at this time. In accordance with FAR 19.5, Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement. The U.S. Geological Survey WMA Observing Systems Division has a requirement for an integrated asset tracking and planning application that allows for the inventory control of scientific instrumentation, field equipment, and location of personnel in near-real-time to optimize field operations and ensure the safety of personnel. Features of this application should include, but are not limited to, the following: 1. Tracking the location and status of scientific instrumentation, vehicle fleet, and field equipment, by component, at thousands of field monitoring and office locations using mobile hand-held communications, 2. Temporary storage of scanned asset information on mobile device until communications are restored, 3. Automatic upload of information to centralized asset management database, 4. Automated real-time tracking of field personnel, vehicles, and boats on a map interface with the flexibility of using multiple inputs from various types of telemetry (GPS, cell phone, Iridium), 5. Fleet management of vehicles and boats 6. Automated real-time tracking of high-valued instrumentation, 7. Workflow management, including work task orders, optimization planning tools for field trips, and cost analyses 8. Web service delivery of all database information. 9. The anticipated number of field office and field service concurrent users at any given time is between 375 and 560. The vendor may be required to provide some customization and setup of application and database either by their own staff or a third-party contractor. The Government anticipates award of a Firm Fixed Price Award type contract phased over a five-year period. The procurement is anticipated to be a base year with four (4) one-year option periods. The solicitation and any documents related to this procurement will be available next Fiscal Year at the earliest. It is the offeror�s responsibility to monitor this site for the release of the solicitation and amendments (if any). The North American Industry Classification System (NAICS) code is 517410 and the size standard is $32.5M. There is no incumbent contractor. Small business concerns who believe they can responsibly perform this requirement should submit the following information to the contract specialist no later than 5:00PM EST Friday, July 31, 2020: 1. Provide your organization�s name and address, point of contact, email address, phone number, web address, and a brief summary of your company�s history. 2. Capability statement describing corporate expertise and technical qualifications in facility operations and maintenance. 3. Past performance information describing other similar projects. Past performance information should be submitted for projects conducted within the last three years and include: project title, location, whether the work was as a prime or subcontractor, contract/subcontract dollar value, type of contract, percentage of self-performed work, and overall performance rating received. 4. Small business status of potential offeror (8(a), HUBZone, SDVOSB, etc.) 5. Point of contact information for potential offeror, Cage Code, and D&B Number. 6. Any other information that will prove the potential offeror is capable of performing the required effort. Small business submissions should be e-mailed to the attention of Maria Seda at mseda@usgs.gov. Responses should be limited to 10 pages (single-sided). Mail and fax responses will not be accepted or evaluated. All questions and concerns may be submitted to the contract specialist via email only at mseda@usgs.gov NOTE: All information submitted in response to this announcement is voluntary - the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned. Respondents will not be notified of the results of the evaluation. This is not a request for proposals. The Government does not intend to award a contract based on responses received under this announcement.
