- ACOUSTICAL SOUND BLANKET STATEMENT OF WORK (SOW) 1.0� BACKGROUND The Electronic and Sensor Systems (B) has a requirement to reduce the noise in building 1160 where AN/SLQ-32 Surface Warfare Electronic Countermeasures System and the Soft Kill Coordination System (SKCS) perform baseline software and hardware testing and evaluation.� Due to increasing threat to the Navy from countries threatening the US NAVY, requirements to make more improvements to the systems has increased markedly.� With more racks of equipment in the building, the noise level has/will increase when more baselines and simulators are running simultaneously.� This SOW covers the Naval Surface Warfare Center, Dahlgren Division requirements for upgrading Building 1160 with acoustical blankets to reduce noise. 2.0� APPLICABLE DOCUMENTS Original Equipment Manufacturer (OEM) Specifications. 3.0� REQUIREMENTS The contractor shall provide all materials and labor in order to install Audio Seal Blanket Screen Acoustical enclosure in Building 1160 at the Naval Surface Warfare Center, Dahlgren Division (NSWCDD) in Dahlgren, VA. 3.1� The contractor shall provide a quantity of one (1) blanket screen acoustical enclosure for Building 1160, which includes the following specifications: �37 inch by 10 inch by 11 feet high with suspended double track frame system panels constructed with grommets along top edges. 3.1.1� The contractor shall provide all hardware required for the installation. 3.1.2� The contractor shall provide all required cabling, Velcro, grommets, seams with overlaps heavy duty banding for installation of the complete suspended enclosure. 3.1.3� The contractor shall include onsite maintenance for 6-months from installation of the complete system to include technical help and one (1) preventative maintenance visit. 3.2� The contractor shall ensure the system is integrated into the existing wall and ceiling structure currently installed. 3.3� The contractor shall test all weight bearing Banding and Velcro to ensure the screens and curtains do not fall on equipment or personal. 3.5� The contractor shall ensure all work is performed during normal working hours of 0800 � 1700, Monday through Friday. 3.6� The contractor shall provide each contractor employee with the personal protective equipment required to do their job safely and in compliance with all applicable regulations. 3.6.1� All contractor personnel shall maintain social distancing and wear a facemask at all times while onsite at the NSWCDD base until notified otherwise by the government. 3.7� The contractor shall coordinate all work with the technical point of contact identified below. 4.0� DELIVERABLES 4.1� The contractor shall provide diagram of installation showing orientation, parts, and load bearing points. 4.2� The contractor shall provide the test document showing pull test of weight bearing joints in the direction of load.� This pull test can be of the contractors� choice. 5.0� GOVERNMENT-FURNISHED PROPERTY/MATERIAL/INFORMATION (GFP/GFM/GFI) The government will provide access to building 1160 for work completion. 6.0� SECURITY 6.1� All work to be performed under this contract is unclassified with the location of the work in a classified space. 6.2� The technical point of contact identified below will coordinate sanitization of the space and escorts to complete the work. 7.0� TRAVEL The contractor will be required to travel locally in performance of this SOW.� The number of trips and types of personnel traveling shall be limited to the minimum required to accomplish the work. The following travel is anticipated:� three (3) personnel for ten (10) days for installation and one (1) personnel for one (1) day for maintenance.
