- Description
- The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price contract that consists of maintenance dredging of�Wilmington Harbor, Christina River, Delaware. Contract work consists of maintenance dredging of approximately 400,000 cubic yards of sediment within the federal channel in the Christina River, Wilmington Harbor, Delaware. Work includes hydraulic dredging with placement of the dredged material into the Pedricktown South Disposal Area in Salem, County, New Jersey. Dredging will be required to a depth of 35� MLLW (Datum) plus 1� allowable overdepth from station 0+000 to station 1+650 and to a depth of 38� MLLW Datum) plus 1� allowable overdepth from station 1+650 to station 6+236. Solicitation Number W912BU20B0013 will be issued on or about 4 August 2020 with bid opening date occurring at least 30 days after the Solicitation. The period of performance is 90 calendar days. This acquisition will utilize sealed bidding, a single award will be made as a whole, to the lowest priced, responsive bidder determined to be responsible in accordance with FAR Part 14 procedures. Issue date for the Invitation for Bids (IFB), Solicitation Number W912BU20B0013 will be issued on or about 04 August 2020, as an unrestricted procurement. The bid opening is projected to be conducted on or about 09 September 2020 at 13:00 p.m. EST; however, this information is subject to change. Offeror should review the entire solicitation once it is posted. The clauses at FAR 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, bidders are urged to inspect the disposal site where the work will be performed. Contact the POC identified in the solicitation within 10 calendar days of the solicitation posting to coordinate their participation. Bonding will be required; at the time of bid opening, by separate Bid Bonds whose amount should be 20% of the bid price or $3,000,000.00, whichever is less. After award, but before the Notice to Proceed, Performance and Payment Bonds will be required for 100% of contract award. Any contract awarded from the solicitation will contain Liquidated Damages, FAR 52.211-12 --Liquidated Damages � Construction, the amount will be published with the solicitation. Estimated cost range of the project is $5,000,000.00 to $10,000,000.00. The NAICS for this project is 237990 and the size standard is $30.0 million. Solicitation documents, plans, and specifications will only be available via the BetaSam website located at https://beta.sam.gov/ homepage. Registration for plans and specifications should be made via https://beta.sam.gov/ and hard copies will not be available. No written or fax requests will be accepted. It is the contractor's responsibility to monitor BetaSam for any amendments. The solicitation will contain FAR 52.222-38 Compliance with Veterans' Reporting Requirements, therefore contractors who have received a Federal Contract of $100,000.00 or greater, except as waived, must have submitted the preceding fiscal year Federal Contractor Veterans' Employment Report (VETS-100 and/or VETS-100A Report) to be eligible for an award.
