- The purpose of this amendment 0001 is to incorporate the following changes: 1. Add to the solicitation the Pre-proposal Agenda. 2. Add to the solicitation the sign-in sheet from the pre-proposal conference and site visit. 3. Post the Questions and Answers received against the solicitation. 4. Post the revised SOW ""DB SOW Edinburg Levee 20200716."" 5. Add attachment J.23 HCID1 Penitas PS Bid Package & Specs 20180509. 6. Add H.19 COVID-19 Requirements. This is the solicitation.� The USIBWC is accepting proposals at this time. The United States Section of the International Boundary and Water Commission (USIBWC) is issuing a solicitation (negotiated) for the design and construction (design-build) of rehabilitation improvements for the Rio Grande levee at Edinburg Pump Station in Hidalgo County, Texas.� The pump station is operated by Hidalgo County Irrigation District No. 1 (HCID1).� The proposed work is to be performed to provide flood control to the area and provide levees that meet FEMA requirements (44 CFR 65.10) and U.S. Army Corps of Engineers' Engineering Manual 1110-2-1913. The proposed project generally consists of design and construction of approximately 800 linear feet of levee improvements, including earthen embankment, concrete floodwalls, and associated ramps. The proposed levee rehabilitation design will include analysis/investigations of the existing levee for seepage remediation and raising the top of levee as needed, conducting any additional geotechnical investigations and testing required, and assessing all structures within the levee for rehabilitation. The major construction efforts include, but are not limited to, preparing right-of-way, removing/stockpiling existing excavated material, levee widening, erosion control, installing two new sections of floodwall with bollard walls, construction of floodwall foundations, completing construction of an existing gatewell structure, backfilling and grading of levee embankment material, installing aggregate roadway surface, removal and replacement of chain link fencing, and revegetation. The proposed work is located completely within the United States in the USIBWC Lower Rio Grande Flood Control Project but is directly adjacent to the international border with Mexico. The pump station is located at Pe�itas, Texas and the levee segments are located adjacent to the pump station. While proposed work will be located on USIBWC right-of-way, the Contractor would have to obtain a construction easement from HCID1. The levee is also adjacent to the Department of Homeland Security (DHS) border wall. HCID1 has constructed a portion of floodwall on the gap between their pump house and USIBWC's levee. The proposed work will require coordination with HCID1 to tie-in the design and construction to the floodwall they built. Coordination with their contractor may also be required. Design and construction would include appropriate levee tie-in to the pump house structure and account for sensitivity in working adjacent to the pump house. The proposed levee improvements at the border wall would also require incorporating DHS tactical infrastructure requirements and coordination with DHS to design and construct a bollard wall as part of the floodwalls. The magnitude of the project is estimated between $1,000,000 and $5,000,000. The work is located in Pe�itas, Hidalgo County, Texas. A site visit date will be listed in the solicitation. The work will be performed under NAICS Code 237990. The contract will be firm-fixed price. All work is proposed to be completed within one thousand fifty�(1050) calendar days after the Notice to Proceed.� Four hundred fifteen (415) calendar days are allotted for Design. Three hundred sixty-five (365) calendar days are allotted for Construction. Reseeding and establishment of vegetation shall be completed within one hundred eighty (180) calendar days of completion of all other work.� Final paperwork shall be completed within ninety (90) calendar days of the establishment of vegetation. The time for reseeding and establishment of vegetation is included in the one thousand fifty (1050)�calendar days.� The time stated for completion shall include final cleanup of the premises. The final design and construction contract durations will be negotiated with Offerors during the Phase Two technical proposal evaluations. The Solicitation will be issued pursuant to FAR Subpart 36.3 - Two-Phase Design-Build Selection Procedures. Phase One shall include evaluation of technical qualifications and capability to perform and Phase Two shall include evaluation of technical proposal and price. The Solicitation, Scope of Work, and attachments are expected to be posted on or about June 15, 2020 (this is a target date which may slip or change). The Solicitation will be available for a minimum of thirty (30) calendar days. All responsible sources may submit a proposal to be considered by the Agency.
