- Description
- The National Center for Complementary and Integrative Health (NCCIH) is dedicated to exploring complementary and alternative healing practices in the context of rigorous science; educating and training NCCIH researchers; and disseminating authoritative information to the public and professionals.�� The National Cancer Institute (NCI) Office of Acquisitions, on behalf of the National Center for Complementary and Integrative Health (NCCIH), intends to negotiate and award a firm-fixed price purchase order on a non-competitive sole source basis to PhenoSys, GmbH of Eichborndamm 167, Berlin 13403 Germany to procure a PhenoSys Jetball spherical treadmill for the NCCIH's calcium inmaging of murine dorsal horn neurons. The response close date of this notice for this requirement is in accordance with FAR 5.101(a)(2). The services herein are being procured in accordance FAR Part 12- Acquisition for Commercial Items and in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106-1(b)(1), and is exempt from the requirements of FAR Part 6. The resultant award for this commercial item (FAR Part 12) will include all applicable provisions and clauses as required by the agency and NCI. Only one firm fixed-price purchase order award will be made from this solicitation.� NAICS:��541715��R&D in Physical, Engineering and Life Sciences (execept Nanotechnology and Biotechnology) Business size standard:��1,000 employees. It has been determined that there are no opportunities to acquire green products or services for this procurement. PLACE OF PERFORMANCE/DELIVERY: The Contractor shall deliver the equipment to NCCIH, Bethesda, Maryland 20892. The Contractor that receives the award will be provided with the complete address and contact information for the Government representatives.� Deliivery is required within 60 days of the award date, which is anticipated to be on or about August 17, 2020. INSPECTION/ACCEPTANCE: Inspection/Acceptance will occur at destination. PAYMENT: Payment shall be made after delivery, inspection and Government acceptance. INVOICING: Invoices shall be submitted electronically per the invoicing instructions in the award and shall be made by three-way match. The Government intends to solicit and negotiate the proposed contract action with only one source, PhenoSys GmbH under the authority of FAR 13.106-1(b)(1).� PhenoSys GmbH is believed to be the sole source of equipment that can meet the technical requirements of the treadmill in the above-referenced NCCIH�study protocol.� Based on market research, PhenoSys GmbH is the only manufacturer that can meet the treadmill's technical requirements for low noise and low air pressure.���Therefore, the Government anticipates awarding a non-competitive award to PhenoSys GmbH, as this company appears to be the only vendor capable of fulfilling the Government�s requirement. This notice of intent/synopsis is not a request for competitive quotations. �However, if any interested party, especially a small business, believes it can meet the above requirement, it may submit a capability statement, proposal or quotation which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the business can satisfy�the requirement.� Responses must be received in the contracting office by 4:00 PM Eastern Daylight Time, on Monday August 3, 2020.��All responses and questions must be in writing and sent to Contracting Officer Christine Biser via email (ChristineBi@mail.nih.gov). � A determination by the Government not to continue with this proposed contract based upon responses to this notice is solely within the discretion of the Government. �Information received will normally be considered solely to determine whether to conduct a competitive procurement.� Collect calls will not be accepted. �In order to receive an award, contractors must be registered in the System for Award Management (SAM), through SAM.gov and have a valid, current Entity Record there, including a current Representations and Certifications.
