- Sources Sought Notice 21MPRO0014 Seepage Management Support San Joaquin River Restoration Program (SJRRP) The U.S. Bureau of Reclamation (BOR), Interior Region 10, California-Great Basin, Division of Acquisitions, Supply and Services Branch, Sacramento CA is seeking interested vendors to provide seepage management support for the San Joaquin River Restoration Program (SJRRP). The program implements a comprehensive long-term effort to restore flows and a self-sustaining Chinook salmon fishery while reducing or avoiding adverse impacts to water supply. The activities include monitoring and analysis of changes to shallow groundwater tables and the related effects on agriculture and levee stability for lands adjacent to the SJRRP area, including 150 miles of the San Joaquin River and a portion of flood bypass projects. Components of the work include but not limited to: � Updating a Seepage Monitoring and Management Plan to guide the release of flows and identifying locations of projects to address material adverse impacts from seepage; � Data collection to identify risks and understand the relationships between SJRRP flows and material adverse impacts; � Analysis of seepage losses to inform material adverse impacts and Unexpected Seepage Losses; � Support for responding to landowner concerns regarding seepage during Program flow releases and analysis to support making changes to flow releases in response to seepage concerns; � Revisions to a handbook to provide guidelines on implementing projects to mitigate material adverse seepage impacts; � Analysis, design, environmental compliance, and permitting to implement seepage mitigation projects; and � Stakeholder outreach to work with landowners and the public on seepage concerns in a transparent process. Additional details regarding the efforts are provided in the attached draft Performance Work Statement. Notice number 21MPRO0014 has been assigned for this requirement and should be referenced on all correspondence regarding this announcement. Firms which can provide these services must submit a written notice to the Contracting Office and must provide evidence in sufficient detail that demonstrates the respondent�s ability to meet the stated requirement. Firms shall state previous experience of the same or similar scope, capability level (as a prime or subcontractor), personnel qualifications, and so forth. Respondents are encouraged to identify suitable contract type, appropriate pricing arrangement, etc. for this requirement. Responses shall include the firm�s Dun and Bradstreet number and Tax Identification Number. Firms shall identify their business size (small, other than small, etc.) in accordance with size standard $16.5M. for NAICS code 541690 (Other Scientific and Technical Consulting Services). Please note that any prospective offeror must be registered in the System for Award Management (SAM) at www.sam.gov in accordance with FAR Subpart 4.11.
